The location of the containers focuses the main allegations to the new Santa Cruz waste ordinance

Next Sunday closes the deadline to submit allegations to the draft of the new municipal waste management ordinance in the period of public information to which the text is submitted before its initial approval. A time in which the main reason for concern of citizens has to do with the containers, their location, cleanliness or accessibility. Although the participation is not being very high, it is true that there are several citizens, but also social and business organizations, who have presented allegations to the initial text of this ordinance, which increases the fines; that adds prohibitions, such as spitting in the street or smoking on the beach of Las Teresitas, or bonuses for those who recycle the most.

In the General Provisions section, the first of the allegations presented by a resident of the capital, and which has generated a dialogue around it, refers to the location of the containers, proposing that this be rotated, with the aim that It is not always the same ones who suffer from the problems that are generated, by having the containers at the door of the house. He proposes that this location be moved, with previous information on the movements, so that there are no immovable containers for years. This neighbor also shows his disagreement with the current criteria of accumulating containers in the same place, with the inconveniences that it generates, and that range from dirt or bad smells, to the danger that they burn and end up affecting the houses. This proposal was supported by several users who share the idea of ​​moving away as much as possible from homes and businesses, in addition to the need to implement awareness campaigns to prevent garbage from accumulating outside the containers.

Another of the allegations points out that in the downtown area it would be necessary to “measure where the containers are located”, preventing them from being placed on the sidewalks, or points that reduce visibility or mobility. It is added that these must have an adequate size for the streets in which they are located, that most of the vehicles are electric to avoid noise and pollution, and that the routes are made without causing traffic jams.

The association We Want to Move, for its part, states that the regulations that guarantee accessibility are not reflected in the ordinance precisely with regard to the location of the containers. They point out that the location point must be fixed, preventing them from being shot. They also point out that the fork system used to locate the containers is not entirely effective, in addition to the fact that there are no references to the accessible container in the draft.

Regarding the cleaning of public spaces, the La Arboleda Neighborhood Association notes that the need to minimize the impact of dog urine should be included in the ordinance, suggesting that “it will be prohibited to let them urinate in sidewalks, facades, street furniture, vehicles and trees, try to make the dog urinate on the rainwater evacuation grids or near the curb of the sidewalks. It is mandatory to carry a bottle with water and a disinfectant to spray on the urine and dilute it.

From the CEOE it is pointed out that in the article that includes the obligation of businesses to keep the area affected by their activity clean, in relation to kiosks, they remember that, historically, they have requested the City Council to be able to access a water point, request that has always been denied, so they consider that it should not be applied to them.
