The plenary session of the Parliament of the Canary Islands has unanimously validated this Wednesday the decree law that adapts the tax measures for the reconstruction of homes on rural land and that will benefit more than fifty families.
In addition, and with the only vote in favor of the spokesperson for the Joint Group, its processing as a bill has been rejected.
The Vice President of the Government and Minister of Finance, Román Rodríguez, has commented that it is the fifth decree law that has been approved as a result of the eruption and modifies the one approved in the Chamber last January.
Thus, the zero IGIC is included for construction works, the zero rate also for the Property Transfer Tax and Documented Legal Acts and the 100% discount on Inheritance Tax.
He has commented that the objective is to transfer “the advantages” to rural land and the three affected municipalities -El Paso, Tazacorte and Los Llanos de Aridane- are also empowered to determine the construction parameters.
Vidina Espino, spokesperson for the Mixed Group, has commented that the decree affects “the same error” because it limits the construction to the three municipalities of the Valley against the claim of those affected and Fecam itself.
He has indicated that this constriction raises land prices and the limitations for fiscal measures “are very strict” because they only give 18 months to request the license and two years to build the house. “You have to be more flexible,” she said.
Ricardo Fernández (Cs) has pointed out that the decree is “heterogeneous” but is in line with helping the reconstruction of the island and does not understand that the abolition of the fee for the European youth card is “strained”.
Melodie Mendoza (ASG) has commented that this decree meets all the premises, endorsed by the Consultative Council, and is aimed at helping the reconstruction of the island after the eruption.

Francisco Déniz (Yes We Can) has commented that action has been taken “quite quickly” in La Palma, since the first decree was drawn up 11 days after the eruption, and although the desalination plants have been “quite questioned”, in general they are taking decisions.
He has commented that many regulations are “exceptional” given the seriousness of the eruption and has warned that “not all projects fit” because initiatives that are not related to the damage from the volcano are being recovered.
It has even opened the door for affected families, who have rustic land in other areas of the island, to be able to build outside the Aridane Valley.
Esther González (NC) has indicated that the decree includes specific measures for those affected and confirmed that there will be more decree laws to include new provisions.
Fernando Enseñat (PP) has commented that the measures “are correct and necessary” to help those affected by the eruption and has asked all the groups “to live up to” the challenge facing the island.
However, he does not understand why the reference to the European youth card is included in the decree because “it is irrelevant”, given that the problems of young people from the Canary Islands are not corrected with the exemption of fees. “Is it the best they can offer to young people from the Canary Islands?” He asked himself.
CC-PNC REGRET THAT THE GOVERNMENT DOES NOT WANT POLITICAL UNITY

Matilde Fleitas, from the Socialist Group, has valued that the central government and the Canary Islands have put on the table more than 300 million to face the costs of the eruption and pointed out that thanks to this decree “they are going to pay less” to start the reconstruction of his life.
He has indicated that the eruption “has sewn” the Aridane Valley as the three municipalities work in coordination in taking measures since it is not possible to work individually and that each municipality “goes its own way”.
