Valbuena charges against “the profiteers” who have rustic land and have raised prices from three euros per square meter to 90

SANTA CRUZ DE TENERIFE, Feb. 23 (EUROPE PRESS) –

The plenary session of the Parliament of the Canary Islands has validated this Wednesday, with the abstention of the spokesperson for the Joint Group, Vidina Espino, the urban decree law of the Government of the Canary Islands that allows the reconstruction of the first house in La Palma devastated by the eruption –something less than 600–.

The quadripartite groups have blocked its processing as a bill, as requested by deputy Espino and the Nationalist Group.

The Minister of Ecological Transition, Fight against climate change and Territorial Planning, José Antonio Valbuena, has commented that the objective of the decree is to “facilitate” being able to rebuild the habitual residence lost due to the volcanic eruption in Cumbre Vieja.

Thus he has said that it is, essentially, that his can be built on any rustic type land in the three municipalities of the Aridane Valley: El Paso, Tazacorte and Los Llanos de Aridane.

Valbuena has taken advantage of his appearance to “put a red face” to the owners of rural land who are raising prices as they have gone from euros per square meter to 90 euros.

Along these lines, he commented that in La Palma “they are called the freeloaders” because of their “little supportive and immoral” attitude that causes the money from donations and public administrations to end up in their pockets.

However, he has commented that the Government is preparing more decree laws for other cases and guaranteed that the residents will be “co-editors” of the new territorial model of the island.

Vidina Espino, spokesperson for the Mixed Group, has said that the decree “has been negotiated between the administrations” and not with the neighbors, who found out about it through the media, and has stressed that those affected do not want the reconstruction to be limited to the three affected municipalities and is not limited exclusively to the first home.

He has demanded that it be processed as a bill and has criticized the Government of the Canary Islands for practicing “enlightened despotism” in the 21st century. “Everything for the clappers but without the clappers,” she added.

Ricardo Fernández (Cs) has commented that Parliament has the “obligation” to help La Palma and that it is necessary to give “legal certainty” to those affected, for which he has asked for a little “calm” in decision-making and that the Government “listens” to the citizens.

He has said that the decree law “can be improved” but a second one is on its way where there are corrections.

Jesús Ramos (ASG) has commented that this decree law is “essential” for the reconstruction of houses in the Aridane Valley and with the mission that the population does not disperse, although he has warned that it will be “complicated” because many houses do not have property titles or were built on unsuitable land.

Francisco Déniz (Yes We Can) has warned that the reconstruction will take time and will take into account the “particularities” of each case, but he sees the need for “an overall plan” to define the new urban planning of the region.

Thus, it has supported the purchase of public land to avoid the dispersion of the territory and consolidate settlements, taking into account the planning of services and supplies. “We must go towards a new culture of the territory that guarantees permanent housing”, he stressed.

He has said that there was already “speculation” in La Palma before the eruption and he understands that the decrees “cannot open the door” to rising prices, stressing that those who have farms in other municipalities can manufacture there.

Luis Campos, spokesman for NC, commented that this decree law is limited exclusively to the reconstruction of the first home, and is endorsed by the mayors of the three municipalities, as well as those affected, given that the decree speeds up and avoids uprooting

Lorena Hernández (PP) has said that it is necessary to “give security” to the neighbors that they can rebuild their house “tomorrow”, for which she does not see the need for it to be processed as a bill, while at the same time she has asked the owners of land that is “solidarity” and maintain reasonable prices.

He has pointed out that his vote in favor is “responsible” so that the neighbors can rebuild their homes. “Let’s not muddy the debate or complicate things,” she added, stressing that the reconstruction of the region will be “participated” by the neighbors.

Lady Barreto, from the Nationalist Group, has said that the decree has warnings of unconstitutionality and defended that it be processed as a bill because it must be “improved” so that it is extended to the entire island, a position defended by those affected and Fecam.

He has pointed out that the decree law contributes to the “speculation” of the land because it closes the Aridane Valley and benefits “those who have money”, apart from the fact that the 60,000 euros of aid from the State does not cover the purchase of a land and building a house.

Facing the Conference of Presidents to be held on Friday in La Palma, he has said that “the best tribute” to the palmeros is that “the money lost” be paid, for which he has asked the Government of the Canary Islands to cover the difference in the real cost of the lost

The nationalist spokesman, José Miguel Barragán, has commented that if there is “consensus”, with two or three presentations the bill is carried out apart from the fact that the decree law remains in force during its development.

Matilde Fleitas (PSOE) has pointed out that “all” the groups agree to promote the reconstruction and this decree will help provide legal certainty and “quickly”, indicating that the processing as a bill will “castle” the process.

He has commented that it is going to be studied that the measure be opened to the fourteen municipalities but he understands that there must be legal certainty.
