Acción Social improves its structure to benefit 50,000 Tenerife users

The Innovation and Digital Transformation Program of the Institute of Social and Socio-Health Care (IASS) of council born with the intention of improving the quality of services to 50,000 people. That is the number of users on the Island, elderly and dependent, above all, to whom this structural change is directed “from welfare to guaranteeing their rights,” says the counselor Marian Franquet. He has presented this new plan, which has a budget of 1,680,000 euros in two annual installments, together with the manager of the IASS, Yasmina León, and Ascensión Bacallado, insular director of the Innovation, Planning and Strategy area.

Franquet states that this strategy supposes «a profound change in the way of understanding how to develop social action» It adds that «it is based on the quality of the services offered and on a new way of seeing, understanding and developing public policies». It also highlights that “for the first time in the history of the IASS, a participatory process has been opened with great acceptance.” Of the 1,500 workers, some 500 have submitted 450 proposals. Of these, 150 are going to be integrated into the innovation portfolio, although 60% “were already contemplated”. Franquet points out in this sense that during the process “the complicity of public employees and their vocation” has been verified. He has insisted on the need to take care of an institution like the IASS, which has “a great structure” but which today is “out of date.”

Adaptation

Franquet explains that “while the IASS, in its 20 years of history, has tripled its budget and has exponentially expanded actions and initiatives, it has not adapted its organizational mechanisms, so we have found it necessary to fix the structures to that the engine does not stop. The counselor also emphasizes that “for the first time in the history of the IASS, this participatory process has been opened and has been widely accepted”, with the aim of involving the workers both in the preparation of this Program and in the updating of the values ​​and objectives of the Social Care Institute.

Tools

The initial intention is to “provide the organization with better tools for its management”. Cioni Bacallado has explained some details of the project, “a roadmap framed in the Modernization Plan of the Cabildo, which defines the actions to be developed to train the IASS at the level of technology, organization and work processes”. He adds that this will be achieved through actions such as the improvement of public services or the digitization and simplification of administrative tasks.

Actions

In total, up to 40 actions will be carried out whose objectives are talent management, transparency, organizational innovation, inter-administrative cooperation and social innovation, among others. They contemplate the creation of tools such as the deployment of a secure electronic record for all processing, the design of a system that allows the evaluation of objectives and results or new ways of collaboration with other administrations. This also includes the direct participation channels of the users themselves and their relatives. Added to this are other objectives, such as strengthening the commitment and motivation of the staff.

Strategic lines

All these actions mentioned are based on an initial design of nine strategic lines of action that cover both the internal and external spheres. The manager of the IASS, Yasmina León, has assessed that to detect which projects to start, a survey has been carried out and twelve workshops have been completed with the staff of the centers in charge of the organization. The objective was to know the needs of the workers and the response has been “very good”.

When the file is finished

«When the file is completed by the technicians in all its parameters, legal, economic and administrative». It was the response of the Minister of Social Action to the question of when the transfer of patients from Febles Campos Hospital is planned. The process has been judicialized after the complaint of the IASS Company Committee for alleged irregularities. Franquet adds: “We also have to move those from the Ofra center.” He summarizes: “I am not in the habit of putting pressure on technicians. Their reports must be followed rigorously and with guarantees to guarantee the proper use of public money». Regarding the deficit of social and health places, he acknowledges: «There is a long way to go but we have created 1,500 in this mandate and there are another thousand planned for next year». He has insisted that “although they are necessary and we are going to create them in Santa Úrsula, Arico or Guía de Isora, they are not all day centers. That is why we have promoted telecare or home care with 240 places ». He concludes: «We have fulfilled the catalog that corresponded to us and the one left unfinished by those who preceded us»
