Employees Call for Inquiry into Alleged Irregularities in Tram Management by Cabildo de Tenerife

The Metropolitan Company Committee of Tenerife has made a formal request to the Cabildo de Tenerife to commence a comprehensive investigation into the “serious irregularities” identified within the organisation since November 2022.

These anomalies have been corroborated in two reports issued by the Administrative Service of Legal Regime, Trade Union Relations and Public Sector of the Insular Directorate of Human Resources, dated February 10, 2023, and November 22, 2024, respectively.

Among the irregularities observed are alterations to remuneration without adherence to established procedures or mandatory reports, professional group changes without selection processes, management appointments that contravene principles of equality, merit, and capacity, as well as the allocation of accessories lacking conventional, contractual, or regulatory backing, as highlighted by CCOO.

For the time being, the workers assert that the Cabildo has only taken action by initiating a disciplinary file against one area leader, which they deem “insufficient” given the gravity of the issues at hand.

Additionally, they indicate that a disparity has been identified between the figures recorded in the remuneration log of the Equality Plan and those presented in the Metroenife Transparency Portal, “which could represent a breach of the principles of veracity and transparency.”

The report itself concedes that no coordinated action has been executed by the appropriate body of the Cabildo to seek accountability for responsibilities beyond this specific file.

Furthermore, the Company Committee has also uncovered a remuneration hike of nearly 15,000 euros per annum without conventional, contractual, or regulatory support for a member of the Metropolitan Directorate of Tenerife, which is not included in any of the reports compiled by the Administrative Service of Legal Regime, Trade Union Relations and Public Sector of the Insular Directorate of Human Resources.

Consequently, the Company Committee is urging the Cabildo to undertake a thorough investigation into all appointments, remuneration, and promotion processes that have occurred within Metroenife over the last 15 years, to assess the legality of each established situation without due process, to clarify the political, administrative, and disciplinary responsibilities involved, and to ensure effective adherence to budget execution as well as the principles outlined in the TREBEP and Law 40/2015.

The Insular Corporation is also requested to provide the Company Committee and the staff with updates regarding the outcomes of these activities.
