La Laguna Unveils 2025 Budget Plan Valued at €226 Million

The approved budget for La Laguna City Council for the fiscal year 2025 was unveiled on Tuesday by the mayor, Luis Yeray Gutiérrez (PSOE), totalling 226,142,105 euros, set to be presented for ratification at a meeting this Thursday, 30 January.

According to the information disclosed by the Tenerife City Council, this figure encompasses both the accounts of the city council and its associated sports organisations, music activities, Urban Planning Management, and Muvisa. The municipal budget, exclusive of autonomous entities, stands at 210,057,219 euros.

The mayor advocated for the clarity with which the document has been compiled and pointed out that “the inaugural budget of this council under my leadership in 2020 was 171 million euros. Today, it is 54 million euros higher.”

The mayor highlighted the sectors that hold greater “significance due to their public impact,” including Social welfare (with 24 million euros), Works and infrastructure (amounting to 19.2 million), and Housing (with 6.2 million allocated in the budget, alongside over 27.5 million euros designated for various planned projects under the Muvian action, investment, and financing scheme for this year).

The Councillor for Finance and Economic Services, Paqui Rivero, stated that although this year’s budget is 3.07% less than that of 2024 (equivalent to 6.6 million euros), this reduction is attributed to an 18 million euro loan that was part of last year’s financing. “When we compare these two fiscal years, excluding the loan from 2024, the budget we present today shows an increase of 5.97%. In interpretation, the 2025 budget, after removing loan-financed investments, rises by 11.8 million euros,” she explained.

The Councillor for Municipal Services, Fran Hernández, emphasised that these budgets aim to “ensure both the present and future of Laguna, focusing on the enhancement of public services, citizen safety, and promoting tourism through new infrastructure and the Tourism Assistance Office.”

Both the mayor and the councillors expressed gratitude to “all the personnel of the Department of Finance and Economic Services, led by its director and the Budget Service chief, for the substantial effort undertaken to present this document today.”

The City Council further outlined that the investment of 24 million euros in the Social Welfare sector translates into an increase in home assistance contracts; revitalisation of elderly care resources; funds for emergency aid, and sustained subsidies for 60 entities and NGOs “which perform indispensable social care work for the residents of our municipality who need it most,” remarked the mayor.

Concerning works and infrastructure, the mayor announced the forthcoming initiation of the Carnicería Barranco project, which has a budget allocation of 1.4 million euros for 2025, adding to the 6.5 million euro loan secured last year and intended to be completed in the 2026 budget, totalling an investment of 9.5 million euros.

This segment incorporates investments for the roofing and enclosure of the El Ortigal court, stabilisation of the Wolf Camino, enhancement of the Majuelos industrial area, the new Taco roundabout, and the squares of the chumberas and carboneras, in addition to repairs, adaptations, improvements of public pathways and buildings, as well as actions aimed at enhancing accessibility.

In relation to the relevant competencies, the budget signifies an allocation of 6.2 million euros for the promotion of protected housing, the renovation of El Cardonal, and the advancement of Tejina housing. Within the Muvisa action programme, which exceeds 27.5 million euros, there is a provision of 14 million euros for various rehabilitation initiatives of urban areas over 50 years old, as well as for new constructions. Additionally, municipal land will be transferred to Icavi for social housing, valued at nearly 1.4 million euros.

In Citizen Safety and Mobility, there are 30.2 million euros allocated, which encompasses expenditure items for the new commission aimed at establishing safer cities across Spain, remarked Paqui Rivero.

Municipal Services presents a budget of 35.8 million euros, a sum dedicated to the operation and modernisation of waste collection and treatment services, road cleaning, maintenance of parks and gardens, and enhancements to public lighting.

The municipal budget is also allocated across several areas such as Culture (8.2 million euros, which includes the Autonomous Agency of Musical Activities), Historical Heritage (2.1 million euros), Citizen Participation (4.05 million euros), festivities (6 million euros), rural development (1.1 million euros), education (6.1 million euros), equality (505,513 euros), tourism (2.3 million euros), employment promotion (2.7 million euros), market (1 million euros), and trade and economic development (2.02 million euros), among others. The Autonomous Sports Agency will receive 11.1 million euros in 2025, with Urban Planning Management assigned 8.5 million euros.
