The Canarian PSOE suggests a “fundamental transformation” in the administration of the Economic and Fiscal Regime (REF), advocating for an increased autonomy over its tax incentives such as the Canary Islands Investment Reserve (RIC), the investment deduction (DIC), and the allowance for the production of tangible goods, among others. This “aspirational” proposal is part of the framework presentation that is set for discussion at the 15th Congress of the Canarian socialists taking place next weekend in Adeje, Tenerife. It has been developed by economist Antonio Olivera, a close associate of the former Canarian president and minister of Territorial Policy and Democratic Memory, Ángel Víctor Torres, who is also poised for re-election as regional secretary of the PSOE, being the sole candidate for the position.
