The Canary Islands Government has approved the allocation of funds for the administrative contracting process regarding the home assistance service designed for individuals facing dependency issues. This also includes the inspection and quality control service for home care reliant on the General Directorate of Dependency, amounting to 20 million euros for the year 2025.
This figure represents an increase of 7 million compared to this year’s available budget, which will enable the provision of additional hours of care and an increased number of beneficiaries.
Based on the dependency level of each individual, a specific allocation of home assistance hours will be determined in decree 675/2023. This means that a person classified with degree III of dependency will receive a different allocation of hours compared to someone classified with degree II; thus, the total number of individuals receiving support will vary based on their dependency level and required hours.
The primary intention of the home assistance service is to identify, avert, and address personal and family crises, including potential risk scenarios, within the individual’s familiar surroundings.
By doing so, the service complements the family and community support systems in meeting the daily care requirements of individuals, through professional interventions that aim to enhance quality of life. This encompasses a range of personal assistance services as well as domestic, social, technical support, and psychological aid for individuals or families in critical situations.
Furthermore, the initiative aims to improve safety and companionship in day-to-day life.
The objective is to conduct interventions that are comprehensive, multi-purpose, community-focused, and tailored to the individual’s needs, beginning with person-centred care that upholds their dignity and promotes the independent development of their personality. It encourages the necessary conditions to support personal autonomy and allows individuals to remain in their usual surroundings, fostering the acquisition of personal skills and preventing unnecessary relocation to a care home or forced transfer to a different environment.
PREVENT ISOLATION
This initiative aims to prevent the declining trajectory of personal deterioration, isolation, loneliness, abandonment, abuse, mistreatment, marginalisation, and social risks faced by dependent individuals, who, due to various factors, encounter limitations on their personal autonomy. It also addresses the deteriorating socio-family situations by bolstering family organisation and preventing crises, as outlined by the Executive.
The inspection and quality control service for home care within the Dependency Care System (SAD) seeks to ensure the service’s quality and effectiveness through ongoing evaluation and oversight.
Specifically, it pertains to a service contract whose aim is the ongoing monitoring, inspection, supervision, direction, or coordination of the SAD’s quality during the contract period.
This service will analyse the current state of the SAD, spotlighting its strengths as well as any identified weaknesses, and propose enhancements that could inform the future framework for delivering home assistance services.
