The Canary Islands to impose taxes on e-cigarettes and vaping again in the 2025 budget

SANTA CRUZ DE TENERIFE, 17th Jul. (EUROPA PRESS) -

In the 2025 budget, the Minister of Finance of the Government of the Canary Islands, Matilde Asián, has announced the continuation of the tax on electronic cigarettes and vaping that was initially introduced in the 2024 budget.

<pResponding to a question from ASG in the parliamentary committee, she highlighted that the Canary Islands Government took the lead in Spain by setting a levy of 0.10 Euros per millilitre for liquid, with or without nicotine. She also expressed the desire for the European directive to include explicit taxation for electronic cigarette liquids and heated liquids.

<pThe commitment of the Canarian Government to health is well established and surpasses many other regions in Spain and several European Union countries that have not implemented such additional measures.

<p"Our commitment to health in the Canary Islands is well-documented, as we were the first in Spain to introduce a specific tax on certain products, aligning them with more traditional tobacco products due to the health repercussions they carry," she concluded.

<pRegarding the European scenario, she explained that "there was a recent ruling on March 24 in which the European Court acknowledged that these products were included as heated tobacco in the directive's comprehensive category of 'other tobaccos'."

URGING THE REST OF SPAIN AND THE EU TO FOLLOW THE CANARY ISLANDS' LEAD <pShe views this as a progressive move indicating that the directive's intention is not to exclude all tobacco products in this category but to have a dedicated space for them. She encouraged other regions of Spain, where there is no specific tax imposed, and EU countries that have not yet taken such action to follow suit.

<pASG MP Melodie Mendoza stated that e-cigarettes and vapes are a deceptive gateway for adolescents to tobacco, some even resembling toys and featuring sweet flavours. Therefore, the Ministry of Health is considering subjecting them to the same regulations as conventional tobacco.

<p"While some e-cigarettes may not contain nicotine and do not carry the risk of addiction, they are not without health risks, especially concerning lung issues and lesions. When it comes to children, the potential for habit formation should always be taken into account," she pointed out.

ENHANCED PROTECTION FOR MINORS <pShe also highlighted the lack of concrete evidence supporting the effectiveness of e-cigarettes as smoking cessation tools and mentioned that children who use them are up to three times more likely to turn to tobacco in the future.

<pTherefore, she believes that a potential increase in taxation would serve a dual purpose - acting as a deterrent and providing additional resources for healthcare services.
