The establishment of Güímar’s municipal public company is currently in the public information period. The document includes the detailed analysis that led to choosing this option for municipalizing street cleaning services, waste collection and treatment, garden and fountain maintenance. It determines that managing these resources publicly will result in a €4.16 million saving for the City Council over eight years, in the case of waste management, and another €709,000 for the direct management of green areas.
The economic-financial report quantifies the cost of cleaning and waste collection at €21,453,564 over eight years, starting from €2.4 million and gradually increasing expenditure to over €2.9 million in the eighth year. The staff would consist of 35 people and represent the concept requiring the highest expenditure (55.6% of the budget).
“The street cleaning, beach cleaning, and urban solid waste collection service with direct management through a local commercial company would amount to 11% less than budgeted in 2023 and 19% less when compared to a tender based on established costs validated by the Güímar City Council,” the report notes.
This percentage drops to 4% in the case of gardens and fountains due to higher human resources utilized, and 18% less when compared to a tender.
The explanatory memorandum and statutes of the Güímar Public Company, SA, include the purchase of a warehouse in the Güímar Valley Industrial Park for €550,000, to be financed over 15 years. The City Council will save €1,403,504 in IGIC and €1,480,204 in industrial profit, as well as €680,011 in general expenses attributed to the concessionaire over eight years. The investment required by the commercial company is estimated at €1.8 million in vehicles (€808,000), machinery and ancillary equipment (€424,000), IT platform (€26,000) and the industrial warehouse (€550,000).

It is worth recalling that the City Council approved the explanatory memorandum and statutes with the support of the municipal government (CC, PSOE and USP) and the abstention of the opposition (PP and NC). The issue has an unfavourable legal report from the municipal secretary (absent from the council meeting) as it incurs deficiencies that, in its opinion, do not justify, in economic and financial terms, the choice of a public commercial company as the most favourable compared to any other form of direct management. The municipal intervention values the opposite.
