Over 26,500 candidates engage in the biggest Education competition in the Canary Islands

More than 26,500 individuals in Canarias are currently reviewing the study material to sit for the Education exams that will take place in the Archipelago over two weekends, on the 15th and 16th of June, and 22nd and 23rd. For the first time, an extraordinary stabilization procedure will mobilise 1,590 people who will form the 318 planned tribunals and will ensure that the four scheduled days run smoothly.

Education exams in Canarias kick off on Saturday, 15th of June with the assessments for the Specialized Teaching Staff in Unique Sectors of Vocational Training having a total of 14 tribunals and an expectation for up to 788 individuals to be examined, almost half in Tenerife and the other half in Tenerife. This sector has been chosen to be the first to test as they have to face a practical exam which the other specialities do not have, and for which more days are needed. This is the case, for example, for branches like Hairdressing, Esthetics, Vehicle Maintenance or Graphic Arts. Additionally, on Sunday, the 16th, four more tribunals are scheduled, two for Fine Arts and Design and two for the High School Teaching Staff, as they are unique tribunals and their exams have not been held in a long time. It is also due to the fact that the number of candidates in these two cases was not excessively high and the Education Department has deemed it unnecessary to divide the exams over several days.

Following this first week, the most crowded examination day will take place on Saturday, the 22nd, with exams for the remaining High School Teaching Staff and Teachers. In this case, up to 288 tribunals will be called, out of the 318 activated for this extraordinary opposition process in Canarias. Therefore, more than 20,000 individuals will be examined in a single day in the Archipelago. The following Sunday, 23rd, the number of examinees will decrease again, with the final exams for the teaching staff of Official Language Schools and the remaining Fine Arts exams to allow individuals the option to sit for exams in two different professional bodies.

A total of 26,565 individuals have been accepted to participate in the ongoing opposition process. The majority of them are vying for a position in the High School Teaching Staff (12,416), followed by the teachers (12,182). Out of the total accepted, only 13.8% are from outside Canarias. 45.6% of the registrants (12,122 individuals) come from the province of Las Palmas, while 40.5% (10,772), are from the province of Santa Cruz de Tenerife. Therefore, it is a considerably different situation than what occurred in the merit competition, where there is a broad representation of professionals from outside the Islands.

The opposition process that will take place over these two weekends will have 54 venues in Tenerife, Gran Canaria, La PalmaLanzarote and Fuerteventura, although the exams for this first weekend will only take place on the two capital islands. The exams will also reach new municipalities, like the Gran Canarian town of Villa de Agüimes, debuting on Saturday, 15th of June. Next Saturday, 22nd of June, the exams will reach, for the first time, the town of La Orotava in Tenerife, or the Gran Canarian towns of Telde and San Bartolomé de Tirajana.

In this new call, the ratio has been reduced for each tribunal, comprised of five individuals (president, secretary, and three assessors), to handle a smaller number of candidates as a change in the exams has resulted in the first one not being eliminatory, therefore, it is expected that a greater number of candidates will sit for all the exams.

European ruling

[–>

Just two days before the start of the Education exams, which not only begin in Canarias but also in other autonomous communities like Andalusia, the Court of Justice of the European Union has just issued a long-awaited ruling related to temporary personnel, however, it will not have a direct impact on the conduct of the exams. The European Court thus supports converting temporary staff into employees with permanent contracts as a punitive measure against the abuse of temporary contracts, provided that it “does not involve an interpretation of national law contrary to the law”. The court states that European legislation is against national jurisprudence and laws that penalize abusive temporality in the administration and emphasizes that the selection processes provided for in the law approved by Spain in 2021 for reducing temporality in public employment are “not appropriate for properly penalising abuses”.
