The City Council of La Laguna has given the green light for the contract to draft the Special Management Plan for the Aguas de Dios ravine and the zones dedicated to traditional agriculture and wetland habitats in the Bajamar area, along with its environmental assessment. The contract has been awarded to Colectivo CCRS, with a budget of 117,650 Euros and a timeline for completion of two years.
“This contract will merge these two areas in the Northeast into a single Special Planning Plan to streamline the process and ensure their protection and environmental recovery as swiftly as possible,” stated Adolfo Cordobés, the Councilor for Territorial Planning.
The director of the local Urban Planning Management emphasized that, in La Laguna, “we firmly believe that territorial planning must take into consideration, in a harmonious manner, the conditions that ensure an enhancement in the quality of life for residents and the preservation of the ecosystems they interact with.”
“The restoration and conservation of the natural and cultural heritage in these regions of Tejina and Bajamar are complemented by the necessity of securing the proper maintenance of the waterways and the effective management of prospective risks,” Cordobés added.
The successful bidder in this public tender is the award-winning CCRS Collective, a recipient of the National Urban Planning Awards on three occasions, including a Catalonia Urban Planning Award and the Special Heritage Award of Catalonia.
The Special Plan that will be devised is divided into two sections. In relation to the Aguas de Dios ravine, the scope of action encompasses the rural land for hydrological protection and its immediate urban environs, with a detailed layout of the urban façades and the open spaces for public use.
The Plan will entail the identification and classification of natural and cultural heritage assets, the impacts and detrimental activities affecting the ravine, the formulation of strategies for their protection and enhancement, the treatment of constructed boundaries and open public spaces, protective measures for the natural and cultural heritage, regulations on usage, planned enhancement actions (solid and liquid discharges), and management and funding mechanisms.

Ebb and Flow

The rural land allocated for the preservation of traditional agriculture in Bajamar, hydrological conservation in La Galeta, Porlier, and Perdomo ravines, in addition to the area as stipulated by the PGO, will also fall under the remit of this Special Plan. Its purpose will be to regulate the activities in the planning area in order to safeguard the wildlife inhabiting the pools in the region, the remnants of thermophilic forest, and the distinctive landscape of the vicinity.
Consequently, the drafting team must ascertain the existing and potential vegetation, fauna, ecological connections, uses, historical context, infrastructure, ownership, planning possibilities, intervention and management strategy, applicable regulations, and proposals for action.
