Impact of ‘Time Zone’ Misuse Leads to 153 Complaints in 2023

Since the start of 2020, the municipality of La Orotava has implemented a time zone or controlled parking system on three main commercial streets as per an ordinance passed in 2019. The aim was to encourage vehicle turnover and provide parking for shoppers in the commercial area. In 2023, there were 153 complaints handled by the Local Police due to misuse of these controlled parking spaces exceeding the designated time limits.

Initially, Emilio Luque Avenue, Puente Escultor Estévez, and Calvario Street were included in the scheme. Subsequently, it was extended to areas in La Perdoma, El Mayorazgo, and Salazar Street in Villa de Arriba.

Security councilor Narciso Pérez stated, “The results of this initiative have been very positive from the outset,” highlighting that the 153 complaints are relatively low given the overall compliance rate. He expressed openness to expanding the regulated parking to more areas if needed and requested by merchants.

The councilor emphasized that new regulated parking areas are established in consultation with the commercial sector, as seen in La Perdoma.

Pérez explained, “The aim is not arbitrary parking restrictions, but rather assessing the balance between resident needs and those of visitors.”

The system in the Village is praised for its free and user-friendly nature compared to other municipalities on the island. Drivers are required to ensure their vehicle does not exceed the one-hour limit set in the ordinance, without the need for tickets or devices.

Despite awareness campaigns, Pérez noted ongoing instances of improper practices like using makeshift parking discs instead of complying with the rules.

To address this, a new campaign targeting tourists will be launched before Christmas to ensure better compliance.

Local Police employ a modern vehicle monitoring system equipped with license plate readers that track vehicle location and duration of stay to enforce parking regulations efficiently.

Penalties for violations stand at 100 euros, with a possible reduction by half for prompt payment. Pérez clarified that the aim is not revenue collection but promoting rotation in parking facilities.
