The Santa Cruz de Tenerife City Council is introducing a new approach to managing and revitalising neighbourhood association premises. “We are reconfiguring these facilities to enhance neighbour participation in public spaces, covering general expenses to ensure they are accessible to all municipal citizens,” announced Councilor for Citizen Participation, Javier Rivero.

During its latest meeting, the municipal government approved the award of Lot II for the management and revitalisation of community centres to Ocide Asesores, SL, for a total of 138,139 euros. Payment will be allocated for the years 2024, 2025, and 2026, with a potential extension of two more years if deemed necessary.

Mayor José Manuel Bermúdez outlined the approach for revitalising the community centres, stating, “The winning company will begin with fieldwork to gather feedback from the municipality’s residents to incorporate activities and initiatives that resonate most with them.”

Councilor Javier Rivero emphasised that the revitalisation plan for the existing community centres in El Sobradillo (Southwest), Nuevo Obrero (Ofra), and Valleseco (Anaga) is part of the activities covered by the contract.

Expansion

Rivero detailed the budget allocation for the management and revitalisation efforts: 51,802 euros in 2024, 69,069 euros in 2025, and 17,267 euros in 2026, with the possibility of a two-year extension if successful. “This marks a shift from the old model of free space usage, where entities had to bear all expenses for supplies, maintenance, cleaning, and management,” Rivero stated.

He explained that “the new model has been extensively consulted with citizen entities in Santa Cruz, signifying a pivotal change that required input from the stakeholders. The objective is to have organised citizens determine and articulate their needs in each area.” This professional approach will enable community centres to host activities that foster district cohesion. Lot I, responsible for property management, is still awaiting tender, where an external company will oversee centre operations, including opening, closing, and maintenance, under council supervision.
