SANTA CRUZ DE TENERIFE, Feb. 7 (EUROPA PRESS) –
The Ministry of the Presidency, Public Administrations, Justice and Security of the Government of the Canary Islands, through the General Directorate of Public Function, will establish a database for individuals interested in serving on the tribunals for the selective processes of the General Administration of the Autonomous Community.
This proposal is part of the framework agreement closed last January with union representatives, aimed at modernising, increasing transparency, and promoting participation in the qualifying courts of selective processes.
The Public Function proposes a random selection system, conducted in a public session, to appoint members of the respective tribunals from those included in the database and who meet the necessary legal requirements.
Francisco Rodríguez, in explaining the measure, stated, “We aim to encourage voluntary participation of personnel in the qualifying courts, the most suitable and favourable option for the correct development of the selection processes.” It was also highlighted that individuals meeting the legal requirements to be part of a qualifying tribunal can declare their interest to the Public Service at any time.
Additionally, the general director clarified that the system would allow individuals from other public administrations or sectors to request inclusion in the database to ensure impartiality in the selection processes.
“To ensure impartiality, individuals included in the database after the publication of the selection process call will not be eligible for the random selection,” clarified Francisco Rodríguez. The database will be made public and accessible to citizens on the General Directorate’s website.
Furthermore, the Public Service will propose at the next Sectoral Table to limit individuals from being part of more than two courts simultaneously, ensuring the participation of all individuals in the database.
In cases where all courts cannot be filled due to a lack of individuals in the database, the appointments made must be accompanied by the publication of an extract from the professional resume of those appointed.
Finally, the Public Service will propose to union representatives the enactment of a decree regulating the mandatory participation of personnel in the qualifying courts, similar to other sectors of the Administration, such as in the selection of non-university teaching staff. However, this would be the last resort to guarantee the implementation of public employment offers.
