The Minister of the Presidency, Public Administrations, Justice and Security, Nieves Lady Barreto, announced on Monday during the Government Council press conference that the General Directorate of Public Function is overseeing 6,139 General Administration positions through 344 selective processes, included in the Public Employment Offers scheduled until 2023.
Out of the total, 1,857 are career civil servants, 783 are labor personnel, and 3,499 are the stabilization of civil servant and permanent labor personnel, which are already in progress in 187 selective processes.
Addressing the stabilization processes, the councillor mentioned that the initial situation was “highly complex” as by August 2023, half of the deadline for compliance with stabilization had passed, and the process was only in the initial phase of execution, with the deadlines for submitting applications having just come to a close.
In this context, she emphasized prioritizing this work by releasing the provisional lists in November 2023 and the final lists of accepted individuals in February 2024.
Nieves Lady Barreto also mentioned that her department is implementing a measure for personnel reinforcement to meet the legal deadline, as it was not initially planned.
Regarding the execution of Public Employment Offers, Nieves Lady Barreto highlighted the immense effort undertaken by her department to narrowly save the 2020 Public Employment Offer in just five months, a process that had not commenced in three years, in addition to continuing with those already in progress.
Therefore, she noted that in record time, the General Directorate of Public Function prepared, processed, and published the calls for a total of 29 selective processes, thereby meeting the maximum validity date of the mentioned Public Employment Offer.
The councillor also explained the measures promoted by her department in the pursuit of transparency, good practices, and specialized training, including prior consultations with citizens and initiatives to enhance participation in selection boards, involvement of unions in the selection processes, training of the courts, and work on a new appointment model.
REVAMPING GUIDELINES
A strengthening of the development, negotiation, and approval of new general guidelines for selection processes has also been put in place, distinguishing between open shift and internal promotion to tailor them to the administration’s selection needs and promote internal staff advancement.
Nieves Lady Barreto recalled that this Government has established the role of Equality technicians to incorporate a gender perspective in the Administration, alongside efforts to assess the first Equality Plan of the Autonomous Community and a specific protocol to safeguard the rights of LGTBI individuals.
The councillor also emphasized that extraordinary measures have been taken through the budget law to rationalize the management of employment lists.
Therefore, from this year onwards in 2024, passing at least the first stage of the opposition phase will be required to join an employment list, ensuring a minimal level of suitability.
