“Eighteen years have passed since the approval by the Municipal Plenary of the PEP (Special Protection Plan) of the helmet, enough time to evaluate it and assess the positive and negative aspects derived from its application,” the Association stated in some leaflets. «The validity of the Plan has had positive things, but also catastrophic consequences.
