The Governing Council of the University of La Laguna held an ordinary session today, Wednesday, in which it approved, among other matters, the call for one hundred assistant doctor teaching positions plus another 19 associate teaching positions, which were immediately opened. They will be sent to the Official Gazette of the Canary Islands so that they will be published foreseeably before the end of the year and thus begin their internal processing.
The vice-rector for Teaching Personnel and Research, Alfonso Ruiz, added that another call will soon be added to this call that covers the remaining 49 positions for doctoral assistants plus those of a healthcare nature. Regarding those already approved, the person in charge specified that both those for doctor assistant and those for associates have favorable reports from the regional executive, and that they will be called for the financial year of 2023. This proposal was approved by 49 votes in favor and one abstention.
The vice-rector added that the processing of these positions usually takes about five months of management, which they will try to reduce by simplifying some procedures, such as the grading document, in such a way that it will be automatically completed by the candidates. which is presumably estimated to be around a thousand.
The same vice-rector presented the modification of the Teaching Organization Regulations, which must now be adapted to the new Organic Law of the University System (LOSU), already in force. Thus, the text includes changes in discounts for research and transfer activities, as well as in management, it also contemplates adjustments in the name of the interim job category, formal changes and also some technicalities.
Alfonso Ruiz added that the established limits on teaching dedication are adjusted, modifications are noted in the six-year periods of research, academic tutoring is defined and its possibility of being carried out online at least up to 50%, as well as reductions due to academic direction of official degrees. postgraduate, or for teachers over 60 years of age, in the idea of organizing the generational change in the workforce and that there is no disruption between the talent that retires and those that join.
Also in today’s session, held in person at the Faculty of Economics, Business and Tourism, but with the possibility of being followed online, the partial modifications of two regulations were approved, specifically, that of external internships and that of evaluation for compensation, presented by the vice-rector of Teaching, José Manuel Fraga.

In another order of things, the manager of the academic institution, Teresa Covisa, presented the Public Employment Offer corresponding to 2023 for both Technical, Management and Administration and Official and Labor Services Personnel. In the first case, a total of 13 places are called and, in the second, 32, of which 11 will be processed as internal promotion. Both offers were approved by assent.
Covisa presented to the Governing Council the drafting of a plan to modernize the university administration on which its department is working, and which it intends to be the roadmap for change in the improvement of the quality of public services, the reduction of administrative burdens and greater management transparency.
The person in charge maintained the relevance of having a more digital university, a more user-friendly administration, with greater accountability and a human resources policy aligned with the change. She pointed out that we cannot go alone in this challenge, because the changes are transversal and impact all administrations and that the idea is to share tasks with other public institutions to achieve this objective.
He noted that the plan has a time horizon of six years, with the implementation of annual projects. It is currently in the internal development phase, with the expectation that it can be approved in the month of May. However, some of the projects that will clearly be priorities are already being launched, such as the improvement of economic management, greater agility in the management of subsidies, the rationalization of administrative contracting, communication and internal collaboration. and improving human resources management. This is permanent change management, in which the manager invited the entire university community to participate.
