This Tuesday, the Board of Directors of the public entity Puertos Canarios appointed José Gilberto Moreno as the new managing director of the public entity.
The management renewal is linked to the development of a new strategy and approach to port management, prioritizing the promotion and development of marinas in the Canary Islands, as a formula to boost the local economy and create employment.
In this sense, Puertos Canarios aims not only to guarantee the continuity of these facilities, but also to encourage concessionaire companies to make significant investments to improve and modernize existing infrastructure, since these represent a valuable opportunity to improve the destination and promote development. economic and social of the islands.
The new director will also have the challenge of delving into and exploring the possibility of developing ‘ecoport’ projects, which allow the regional administration to implement a comprehensive program for the prevention, location, removal and analysis of marine litter, from its origin on land to the sea, pick up a note from Puertos Canarios.
In this matter, both the public entity and the Ministry are committed to coordination with the port authorities of the two provinces to position the Canarian ports as geostrategic points in the Atlantic.
PROXIMITY PORT MANAGEMENT
On the other hand, the Board of Directors of Puertos Canarios has addressed during the session the procedures for the selection and appointment of an island director for the island of Fuerteventura.
This figure, which is contemplated by the regulations of Puertos Canarios, will have the function of more immediate management of island port activity, prioritizing needs and assessing the adoption of urgent measures, always under the supervision of the managing director.
Its functions include the development of the necessary measures required by the ordinary management of the port or maritime facility; the issuance of prior reports on the request for authorizations and concessions or execution projects in the port public domain; the proposal to carry out the necessary initiatives for the development and execution of port activities, or the control and supervision of the different port services and facilities and of the requests for the execution of works.
The incorporation of this island director to port management will also be valued in other islands, within the framework of a policy to promote the sector and greater management from the local level, to reinforce the role of ports as competitive enclaves in activities related to the freight transport, logistics, industry and passenger transport.
RESUME
José Gilberto Moreno has been a professor and researcher at the University of Las Palmas de Gran Canaria, as well as an expert in resource and infrastructure management for the World Health Organization.
In the field of public management, he has been director of Management Programs at the Arucas City Council (1995-1999); technical advisor to the Presidency of the Government of the Canary Islands (2009-2010) and director of the Canarian Institute of Hemodonation and Hemotherapy (2010-2011).
Likewise, he has assumed public responsibilities as Councilor for Finance of the Arucas City Council (1999-2001); general director of Child and Family Care of the Government of the Canary Islands (2011-2014); Deputy Minister of Social Policies of the Government of the Canary Islands (2014-2015); deputy of the Parliament of the Canary Islands (2014-2015) and general director of Tourism Infrastructures (2015).
Since 2015, he has served as director of the Elder Museum of Science and Technology in Las Palmas de Gran Canaria.
