The general director of Public Health of the Canarian Health Service, José Díaz-Flores, the president of the Parliament of the Canary Islands, Astrid Pérez, and the acting manager of Management of Services for Health and Safety in the Canary Islands (GSC) and regional director of the Canary Islands Emergency Service (SUC), Luis Cabrera, inaugurated this morning the ‘II Conference of the Health Emergency Plan in the event of a Catastrophe in Macaronesia’ (PLESCAMAC3) in which a new ‘app’ was unveiled that geolocates vulnerable people in the event of a disaster.
Thus, the activities and results obtained in the actions contemplated in this project were presented and the details of the mobile geolocation application intended for people with reduced mobility, sudden loneliness and those who are users of nursing homes.
This mobile application, which can be downloaded from the PLESCAMAC3 website, will be available for use by the population in the coming weeks, the Ministry of Health reports in a note.
This tool allows the members of these most vulnerable social groups to be located through a computer application so that, in the event of non-routine incidents or catastrophes, a health and mobility response can be given to them effectively and early.
In addition, it would facilitate their evacuation from the affected area, if necessary.
In the same application, which is integrated as a specific module within the 1-1-2 system, the urgent and non-urgent health resources, both public and private, closest to the incident will be automatically assigned, and the areas will be marked. evacuation centers or shelters close to the place of the incident, which would allow said evacuation to begin in an efficient and early manner, adapting the resources to the conditions of the affected person and their geographical location.
At the same time, the initiative contemplates the formation of teams specialized in immediate intervention in multi-risk, through a university expert in disasters taught to SUC personnel and the creation of a training program in disasters for first responders and health workers, as well as the training of schoolchildren in various situations. risks and threats.
PROGRAM OF THE DAYS
In addition to the presentation of the geolocation project, the ‘II Conference on the Health Emergency Plan in the event of a Catastrophe in Macaronesia’ (PLESCAMAC3) included a series of presentations by specialists in management of emergency situations in which issues were addressed. such as municipal civil protection systems and their relevance in emergency management, the continuity of Family and Community Care in the emergency and care during the crisis, the future of 1-1-2 systems in the European regulatory framework, the impact of climate change on emergencies and technological innovation in emergency management.
PLESCAMAC3, funded by the second Interreg MAC 2014-2020 call, is a transnational project in which all the emergency systems of Macaronesia (Azores, Madeira and Cape Verde) participate and that develops the lines of work set by the UN for the disaster risk reduction, strengthening resilience, especially health, in the face of related environmental, technological or biological threats.
Thus, within its activities and budget, the project contemplates preparing an inventory of material and resources susceptible to use in disaster situations, number and characteristics of mobilizable resources, number and types of hospital beds available; develop and share manuals of action of the Immediate Intervention Units (UII) in response to different specific risks present in the affected territories in the Macaronesian region and carry out simulations of action of the UII in the event of catastrophes or incidents with multiple victims.
