Around 60% of the job offers to cover interim positions in the regional administration in the last three years in the higher categories –groups A1 and A2– are for positions located in Tenerife. The calls are made practically every month taking as a reference the employment lists made from the applicants who present themselves to the oppositions, but who do not get a place, and those who attend the lists by merit or by specific demands of the Administration. , as happened at the beginning of 2022 with the promotion of a complementary reserve list in view of the urgent needs for personnel to manage the European Next Generation funds. Nearly 50,000 people applied to that call in most categories of public employment.
After 40 years of autonomy, a significant part of the most qualified positions in the General Administration of the Autonomous Community are in Santa Cruz de Tenerife, with the hard core of the Public Function and the areas that control the main administrative resources of the autonomous management. This situation has been even more noticeable in the latest appointments made to fill the vacancies created by the provisional administrative units that emerged to streamline the management of extraordinary European funds from the program Next Generation, where the majority of calls are for places in the capital of Tenerife.
As examples, the calls made since 2020 for reserve lists to fill vacancies corresponding to the Senior Corps of General Administrators (group A, subgroup A1) and the Administration Management Corps (group A, subgroup A2). Since August 2020, nearly 500 appointments -497- have been made in these two categories, of which 287 have been vacancies in Tenerife, both in the capital and in other towns. In the capital of Gran Canaria or other municipalities on the island, 181 vacancies have been called to fill in the interim, while another 29 have opted for either of the two capitals Canary Islands. In relative terms, 57.7% of the vacancies have been offered in Tenerife, 36.4% in Gran Canaria and 5.8% in the two cities.
The management of European funds unbalances the balance in favor of Santa Cruz
In the case of the Corps of General Administrators, 331 temporary offers have been launched in the last three years, of which 62% are vacancies located in the capital of Tenerife and close to 40% in the capital of Gran Canaria. In relation to the Management Body, of the 166 appeals made since 2020, 61.4% have been for Tenerife and 34.3% in Gran Canaria.
The system of job reserve lists is common in public administrations in order to have temporary or interim staff in case of need to cover certain positions in the different categories. The lack of qualified personnel has become a chronic problem both in the regional Administration and in the councils and municipalities. In recent years, the Autonomous Community has pulled from the reserve lists, but in certain categories they have been running out, so last year it was decided to convene a complementary employment list in response to the demand arising from the arrival of new funds Europeans.
Those registered on the reserve lists have 24 hours to reply and may be excluded
The trend of imbalance in job offers towards the island of Tenerife has worsened in the last months of this year, although there has always been a certain disproportion. Since the end of 2022, the demand for positions in the administrative and management bodies has increased due to the restructuring carried out in the regional government to manage the community funds of the EU Recovery and Resilience Mechanism (MRR). Thus, only in the month of June, three offers were made with a total of 74 vacancies in the general administration category, of which 58 were located in Santa Cruz de Tenerife and only 16 in The Gran Canarian palms. In the same month, 38 vacancies were offered for the body of Administration managers, 27 of them in the capital of Tenerife, nine in the capital of Gran Canaria and two indistinctly for both.
This situation of imbalance in the appointments is causing discomfort among those registered on the reserve lists since the calls received by the interested parties state that “due to the need that motivates this interim appointment, they must accept or reject the offer urgently and, in any case, within a maximum period of 24 hours, counted from the sending of this email. Likewise, it is noted that those who reject or do not respond to the offer without justified reason during three consecutive calls will be removed from the reserve lists, among other reasons. Refusals due to having a current contract or being active as a civil servant, due to duly accrediting a cause of illness, pregnancy, maternity, paternity, foster care, adoption or family care will be considered justified. In these cases, the position in the list will be “frozen”.
