The General Directorate of Public Function accelerates the calls for temporary workers to manage the European Next Generation funds and cover the hottest vacancies that occur in the Administration. Since April there have been four calls to cover temporary positions in the superior bodies that manage the funds, since deadlines are pressing as the items arrive at the regional coffers and the projects are finalized.
The imbalance continues to be the dominant trend in appeals in groups A1 and A2 because the vast majority of vacancies to be filled are located in Tenerife. In the interim offers sent in April, May and June – two appeals – to those registered in the category of general administrators (group A1) for appointments in different vacancies 70 places have been offered, 52 of them in Santa Cruz de Tenerife and San Cristobal from La Laguna, which means that 74% go to the western province.
The interim offers that the Executive is offering are of an urgent nature to accept or reject them, in such a way that a maximum period of 24 hours is given to accept or reject them. Those registered are in the position of having to assess whether or not to accept the position even if it is located in a different city than the one of residence because the Public Function warns that those who reject it will be removed from the reserve lists, among other reasons. or do not respond to the offer without justified reason after three consecutive calls.
Offered 70 vacancies in three months only in the category of administrators
This situation is generating growing discomfort among applicants who have applied from the eastern islands, especially from Gran Canaria. In fact, there are registrants who have compared the appointments that have been made, both from the complementary list that was generated in 2022 and from previous job lists, and there are certain gaps in the list of applicants, in such a way that there are registered Tenerife that are called before those of Gran Canaria even though they are in lower positions or have less score. Consulted registrants question not only the “lack of transparency” but also the “distortions” that are taking place in some lists and categories.
The fact that the position offered is not in the city of residence of the applicant is not among the justified causes for rejecting it. Yes, the registered person already works for the Administration or proves a cause of illness, pregnancy, maternity, paternity, foster care, adoption or family care. In these cases, the position in the list is frozen, and can be activated later. The offers are made simultaneously to several members of the list and the appointment corresponds, in theory, to the applicant who accepts and is in the best position in the order established in the employment list.
The rate of incorporation of new public employees from the different oppositions that have been called is not enough in view of the needs of the different departments and management centers of the autonomous Administration, which have demanded extra staff on a temporary basis to manage the extraordinary funds with contracts until 2026, which is the year set by the EU to execute the funds of the Recovery and Resilience Mechanism (MRR).
The Recovery and Resilience Plan began its deployment in 2022. For the management of the funds allocated to Canary Islands The regional government has created provisional administrative units in the Administration for which vacancies have been offered for the duration of the different programs and projects. The Executive has recognized on several occasions the difficulties it has in filling these provisional positions.
