Rubens Ascanio proposes networking and design using concentric circles, with planning adapted to the local reality of each municipality and supported by the implementation of a network of Bus-HOV lanes on the main roads, a combined and efficient network of buses and shared logistics planning that modernizes public transport and adapts it to the demands and needs of the population.

It is also committed to strengthening coordination with TITSA, Metropolitano and the taxi sector, and a broad program for the development of improvements, extensions or schedules of actions to favor the abandonment of the private vehicle in favor of more sustainable modes, taking into account It also counts the moments and events of great influx.

All this, linking the future local networks of bike lanes and VMP with buses and trams, establishing more interchanges and park-and-rides in the large mobility nodes, and promoting an efficient restructuring, already from the towns and neighborhoods, of the services, the offer leisure and local circuits, providing resources to avoid unnecessary trips by car.

Unidas Se Puede supports its proposals in the work carried out during this mandate in the Department of Sustainable Mobility of La Laguna, created and directed by the formation and which has not only consulted the population about their main demands and needs in this area, but has also designed a comprehensive strategy adapted to the new European and state demands.

In the last two years, the Laguna Area, directed by Rubens Ascanio, has drawn up a huge Sustainable Urban Mobility Plan (PMUS) based on various community processes. With these strategic axes already established and supported by all the municipal groups present in the local Corporation, the formation has established a work plan for this decade, which will mean an unprecedented change in the municipality.

The SUMP proposes a work schedule that will allow La Laguna to transition from towns and neighborhoods designed around the car and in a non-traumatic way. For this, in addition, Unidas Se Puede relies on other measures that its councilors have implemented during this mandate to reduce greenhouse gas emissions and promote the transition to a low-carbon economy, programs that have received institutional support. , such as the Municipal Action Plan for Climate and Sustainable Energy (PACES), the first Ecoeje del Nordeste or the local framework strategy La Laguna: Municipality in Transition (LLMT 2030).

Thus, with a view to the next mandate, the confluence of the La Laguna left-wing is committed to a newly created area in the City Council’s government organization chart and which develops, in a unified manner, energy, mobility, and environmental policies, as well as those aimed at promotion of sustainability and the fight against climate change, to take a new leap in management at the lowest cost for citizens, opting for various programs and financing that allow the strategic axes already established by consensus to be developed.

The formation is finalizing the new ordinance to implement the Low Emission Zones of La Laguna, whose pilot projects have already been agreed with the populations of Camino La Villa, San Honorato and Casco, neighborhoods with high pressure on public space and the parking lot and where the municipality is committed to a model of recovery and improvement of public space as opposed to the option of access control by labeling, which does not take into account the socioeconomic conditions of the territories.

Thus, the LEZ lagoon proposals include rearrangements and traffic calming actions, the implementation of the Green Zone for parking or improvements in bus connections, widening sidewalks and pedestrianization, among other actions.

67% more investment in the urban network

In addition, it is negotiating a new contract with Titsa that will mean a 67% increase in local investment for the urban network, with new routes, more frequencies, especially in the north and northeast areas of the municipality; extended weekend hours and the progressive replacement by electric vehicles.

Unidas Se Puede defends the need to promote, promote and prioritize public transport, establishing a joint, efficient and quality management system, which also includes improvements in information services and waiting areas for users, with better canopies; the implementation of high-frequency circular lines in the Casco and the connection of the interchanges, with two new ones in Las Canteras and Los Rodeos, and the creation of bus lanes.

Added to all this is the execution of the basic municipal cycling network, for which the technical projects are already being finalized. There will be 7 bike lanes and VMP and the projects for the junction between the Las Peras road and the La Cuesta-Taco general highway have already been completed.

The objective for the next three years is to build all the lanes of this main phase at the same time and not in isolated sections, which have proven to be ineffective, in order to generate a connected, continuous and homogeneous system, respectful of pedestrians and allowing and inviting , from the beginning, to travel by bike in a safe and practical way through the municipality.

To compensate for the slopes and facilitate use, the cycling network will rely on a more sustainable public transport, while the Area has started the procedures for the incorporation of 6 electric buses to the urban service, and on the first public bike rental system electric companies of La Laguna, whose contracting is already being processed with Sagulpa, a public company characterized as its own medium embodied by the City Council and which will also be in charge of the execution of the basic cycling network, a measure that will speed up times.

Unidas Se Puede wants this Basic Network to be complemented in the future with new radial routes throughout the municipality. In addition, the basic project for the execution of the bike lane and VMP on Los Majuelos avenue is already available, it is included in the SUMP and integrated into what will be the complementary network, but it has been prioritized because it was urgent to connect with the section of the avenue corresponding to Santa Cruz.

And this promotion of cyclist mobility is linked to a broad program of actions aimed at improving mobility on foot, creating safe and accessible pedestrian itineraries, introducing new pedestrian and coexistence areas, eliminating physical and architectural barriers, conditioning spaces and improving accessibility.

In addition to promoting the use of public transport and supporting and reinforcing the taxi service, with the rejection of the implementation of VTC licences, Unidas Se Puede has planning for the sustainable management of parking, a better urban distribution of goods, have a complete mobility management and planning system, improve the efficiency and road safety of the road network, as well as increase participation, awareness and information among citizens.

Safer, more sustainable, shared and accessible

The objectives of Unidas se Puede for this decade are clear and focused on achieving safer mobility, with a 50% reduction in injuries in traffic accidents; more sustainable, reducing greenhouse gases by 23%; more efficient, shared and accessible.
