SANTA CRUZ DE TENERIFE, May 4. (EUROPE PRESS) –
The Minister of Public Administrations, Justice and Security of the Government of the Canary Islands, Julio Pérez, has informed the Government Council of the Canary Islands this Thursday of the thirteen addendums of adhesion to different agreements signed by his department with the local corporations of the archipelago, in the first quarter of 2023, as established in article 16.1 of Law 14/1990, of July 26, on the Legal Regime of the Canary Islands Public Administrations.
In this period, four addenda were signed to the cooperation agreement signed between the Ministry of Public Administrations, Justice and Security, the island councils of El Hierro, Fuerteventura, Gran Canaria, La Gomera, Lanzarote, La Palma and Tenerife, the Canary Islands Institute of Public Administration (ICAP) and the Canary Islands Federation of Municipalities (Fecam), for the implementation of the Canarian Open Government Inter-administrative Network, by the municipalities of San Miguel de Abona, the Historic Village of Santiago del Teide, Candelaria and El Passed.
This agreement, signed on February 18, 2022, makes it possible to establish a permanent and stable framework for cooperation in development, encouragement and promotion of transparency, accountability, citizen participation, open data, awareness and training in open government among the different public administrations within the Autonomous Community, includes a note from the Executive.
The network constitutes one of the commitments of the Government of the Canary Islands with the IV Open Government Plan of Spain and is also a response to achieve the goals contained in the Canarian Agenda for Sustainable Development 2030 and the Sustainable Development Goals, specifically 16, which advocates the construction of effective and inclusive institutions that are accountable to citizens, and 17, which fosters alliances for the improvement of policies for sustainable development.
In addition, two other addendums of adhesion to the Framework Cooperation Agreement between the Public Administration of the Autonomous Community of the Canary Islands, through the Ministry of Public Administrations, Justice and Security, and the Canary Islands Federation of Municipalities (Fecam), were signed for the Shared use of reserve lists for the appointment of temporary civil servant and statutory personnel, as well as for the hiring of temporary labor personnel, by the municipalities of Arona and Granadilla de Abona.
MEET URGENT NEEDS
This agreement, signed in 2020, makes it possible to attend, through efficient management, the urgent needs in which each public administration may find itself when it comes to providing a job, when either it lacks a specific list for a certain specialty or well, there is no candidate person likely to be appointed at a given time.
Julio Pérez has also reported to the Governing Council that the municipalities of Barlovento, Santa Úrsula, Arona, Garafía and El Pinar have joined the collaboration agreement for the coordination of specific actions aimed at providing police services between the General Police Corps of the Canary Islands and the corresponding Local Police Corps, in accordance with the powers and functions assigned to them.
Likewise, it has reported the adherence of the municipalities of Vallehermoso and Villa de San Juan de la Rambla to the Cooperation Agreement between the Public Administration of the Autonomous Community of the Canary Islands, through the Ministry of Public Administrations, Justice and Security, and the Fecam, through which the delegation of the powers of the municipalities of the Canary Islands is implemented in the selection processes for access to the Local Police forces.
