The director of the Canary Islands Health Service (SCS), Elizabeth Hernández, chaired this Thursday a new meeting of the Health sector table in which, among other issues, the transfer contest for health professionals was addressed, which will be open and permanent for all categories.
In the meeting, in which the general director of Human Resources of the SCS, Avelina Díaz, and the representatives of the unions with representation in the Sectoral Table participated: Intersindical Canaria, UGT, CCOO, Union of Public Employees of the Canary Islands (SEPCA) and State Convergence of Physicians and Nursing (CEMSATSE), the general regulatory bases of the different transfer competitions were discussed.
Specifically, the director of the SCS presented the draft of the regulations for the open and permanent transfer competition that includes the bases, the deadlines and the procedure for the provision of basic positions for statutory personnel in the SCS.
Thus, the open and permanent transfer competition will have a single call that will remain in force over time, with an offer of places and allocation of destinations that will have a minimum annual periodicity.
Each annual cycle will begin on January 15 of the same calendar year and will end with the publication in the BOC of the final destination award resolution, reports the SCS in a note.
According to the agreement reached this Thursday, the places that can be awarded in this type of contest are those that are determined for each resolution phase and are vacant as of December 31 of the year corresponding to each annual resolution.
The places may not be awarded until they acquire the condition of vacancies for the purposes of the contest and in no case may the places for which the amortization procedure has been initiated be awarded, detailed from the SCS.
Given the open and permanent nature of the competition, the application may be submitted at any time from the publication of the call, and may include any of the positions that appear in the organic templates, regardless of whether or not they are vacant in the time of submitting the application.
Permanent statutory personnel of the same or equivalent category who are performing or have a reserved place in the health institutions of the health services of the National Health System may voluntarily participate in the transfer competition; permanent statutory personnel of the health services of the National Health System in a situation other than that of active and who do not have a reserved position in the same or equivalent category; licensed and certified health personnel who are awarded a posting that is associated with the exercise of tutoring resident personnel in training.
TRANSFER COMPETITION FOR PERMANENT PERSONNEL PRIOR TO STABILIZATION
Elizabeth Hernández also proposed to the union centrals, complying with the commitments of previous sector tables, the launch of a transfer contest prior to stabilization for permanent personnel, which has been pending to be finalized at the next meeting of the sector table.
The transfer competition prior to stabilization will offer 361 places that affect medical specialists in the area, specialists in family and community medicine, primary care pediatricians, midwives, physiotherapists, social workers, administrative assistants and orderlies.
In addition, the proposal to assume the previous competitions for the positions occupied in service commissions and readmissions, maintaining the current scales, was discussed.
CALL FOR PLACES MIR AND EIR
During the meeting, Hernández announced that the SCS will increase the training capacity for specialized health training corresponding to the 2023/24 academic year by nine percent compared to the current academic year.
Thus, it will go from the current 424 to 462 for the next call, which represents a growth of 38 places.
Of the 424 positions offered in 2022/23, 333 correspond to internal resident physicians (MIR), 87 with internal resident nurses (EIR) and four with Clinical Psychology.
For the 2023/24 call, the 462 available places are distributed as follows: 358 for MIR, 96 for EIR and eight for Clinical Psychology; therefore the total of 21 more places are distributed in twelve more places for MIR training, five for EIR and four for Clinical Psychology.
The 424 places in the 2022/23 call represent the maximum number of MIR and EIR in training in the Canary Islands that will join the SCS staff next May, except for one, corresponding to Legal and Forensic Medicine, whose recruitment will be position of the Ministry of Public Administrations and Justice.
NURSING
On the other hand, during the meeting of the Sectoral Table this Thursday, it was also agreed that the organic templates of the SCS include positions in Nursing specialized in Mental Health, Pediatrics and Family and Community Nursing.
Specifically, it is a demand from this group that until now, although they practiced the specialty, their place was recognized only as Nursing.
In addition, the director of the SCS informed that the Nursing transfer contest will be resolved in June of this year.
