The candidate of Canarian Coalition to the Presidency of the Council of Tenerife, Rosa Davila Mamelyannounced this Monday, April 17, 2023 in the forum of THE DAY For a Tenerife with a futurecelebrated on the Royal Casino of Tenerife and sponsored by JTI and the European University of the Canary Islands (UEC)its commitment to apply five measures to reduce queues on the motorways of Tenerife “in the first 90 days of the mandate”and the objective of definitively ending this historic mobility problem “in the next four years.” Dávila was the protagonist of this meeting organized by Iberian press in which he advanced other great commitments to make reality between 2023 and 2027: the training and labor reintegration of 10,000 residents on the island, “among young people and those over 50”; the creation of 2,800 residential places for the elderly and dependents; 150 million investment in renewable energy; the rehabilitation of 3,000 homesand the reduction of the bureaucracy in the “closed tightly” insular administration to “put the citizen, SMEs and the self-employed at the center.”

Rosa Davila remember that “people from the South and the North spend almost 60 hours a month in highway queues», and stresses that solving this very serious mobility problem will be one of the great objectives of his government. «Enrique Arriaga and Pedro Martin They have said that we will have to wait for a solution until 2028 and we do not agree; That is why we are going to implement in the first 90 days of the next insular government five measures that will help to reduce these traffic jams, although they will not completely solve them. The solution will come when my term ends. In four years there will be no queues in Tenerife», sentence.

Rosa Dávila during the EL DÍA Forum Maria Pisaca

The candidate acknowledges that saying this is “very risky”but he does it to highlight his commitment to “Don’t wait five more years to end the queues”. He predicts that “we will have to wait two or three years to finish part of the projects of the exclusive third lane for buses and high-occupancy vehicles», with which he hopes that the situation does change definitively.

Those five measures to apply in 90 days include staggered entrances and exits and direct buses to administrations and large workplaces; more school transportation; decentralization of public services, and Specific proposals for the university community as shuttle buses from municipalities in the North and South. In addition, the candidate to become the first president of the Council of Tenerife affirms that it will maintain the free buses, “although the Government of Pedro Sánchez (PSOE) remove it”, at least for “people with fewer resources and at peak hours”.

«Carlos Alonso insisted on trying to resolve this situation and that is why the February 19, 2019 the third rail was tendered until the orotava. The award proposal was already in August of that year. However, this government took 28 months to award it, the engineering company went bankrupt… and a third rail was also going to be deployed until guamasawhich could have ended in 2022, but they also stopped it, ”laments Dávila.

The nationalist candidate believes that Tenerife «It has lost leadership, political, institutional and economic weight, which has worsened the living conditions of the people of Tenerife. And he points directly to the management of the insular government: «They have left 634 million euros without spending in these 4 years. It is an institution that has a budget of almost one billion. It is an aircraft carrier that was previously the engine of structuring projects that made Tenerife a better place. In his opinion, “Tenerife is missing the train of the future”and it also lags behind in railway projects that do find in Gran Canaria the support of “the same parties that reject them in Tenerife.”

Rosa Dávila and Daniel Millet during the forum on Monday, April 17 Maria Pisaca

«In these four years there has been a poorer vision of the Cabildo, as a mere distributor of funds, but without putting the means to improve the quality of life of the people of Tenerife. We are worse than four years ago. It takes up to 21 months to tender a contractthe time it takes for the administration to respond has doubled and that paralyzes the economy of Tenerife. There are 4,500 million euros of private investment paralyzed by bureaucracy, and that affects employment. This can not go on like this. After the pandemic, the administrations built a wall that makes them inaccessible and the Cabildo is closed tightly, without responding to the needs of the Island,” the candidate censures.

Dávila accuses the current rulers of considering the Cabildo as “the 32nd town hall” or “an office where you go to work from 10:00 a.m. to 2:00 p.m.” He insists that “one of the most painful moments of the mandate was the elimination of the Ansina program, which had been running for 30 years for an active old age. They threw 70 workers out on the street and left 60,000 older people on the island locked up in the middle of the pandemic. Recovering Ansina is another of its priority commitments if he manages to preside over the insular government.

«Fernando Clavijo, Cristina Valido and I prepared a socio-sanitary care program, which proposed the creation of new socio-sanitary places. However, in Tenerife zero have been built. Between the end of 2018 and the beginning of 2019, we finished a residence with 100 beds in Guía de Isora, the municipality of which the current island president was mayor, Pedro Martin (PSOE). The Cabildo only had to equip it and four years have passed and that center is still closed and vandalized. Martín has not even bothered to open that residence », he criticizes.

Rosa Dávila undertakes to create 2,800 residential places for the elderly and dependents and announces an investment of 150 million euros in renewables

The regional deputy believes that the waiting lists in Health are “a failure in management” that should worry the president of the Cabildo, whom she accuses of “lack of determination to solve the problems.” She wonders “what is the use of collecting more if public services are not improved? We left four operating rooms ready in the northern hospital and they are not working. And the southern hospital should serve some 200,000 people, plus the floating population, and it only works as a doctor’s office. People have to swallow the tail to get chemotherapy, dialysis or have an analysis.

“Something’s wrong”

Call it drama that the island exists “42.3% youth unemployment” and adds that “something is wrong when companies are looking for workers and young people cannot find work. There is a mismatch between supply and demand. And ending that will be another of our great objectives ». Among his challenges, to recover the scholarships to learn languages and other actions that were planned in the educational program Tenerife 2030or increase support for the “abandoned” primary sector.

Another of his great objectives for the coming years will be “to recover the role of the Cabildo as the economic engine of the island and leave sectarianism behind.” In Dávila’s opinion, «Pedro Martín has not been in the big decisions that are being made in Tenerife. He also does not care about the exit of Phillip Morris and we do not know what opinion you have of the closure of JSP, which also affected Tenerife. Nobody listened to him. We also do not know what Martín thinks that Gran Canaria is giving us a review of the implementation of the audiovisual sector, which was a very important commitment and now they only object to the filming ».

«The Cabildo that taught me Adam Martin it stitched the island and now those from the north feel very far from the South, and those from the South very far from the metropolitan area,” says Dávila, who promises to “open doors and windows of the Cabildo; eliminate bureaucracy; put citizens, SMEs and the self-employed at the center, and lower taxes through the Tribute Consortium». He sentenced that “Tenerife cannot resist four more years with a government like this one.”

Question Time

In question time, moderated by the editor-in-chief of EL DÍA daniel millettRosa Dávila was convinced that she could become the first president of the Council of Tenerife “Because those who are there are not trained and do not put in work or hours.” He affirms that he has “a government program to enter on May 29 to work in the Cabildo” and criticizes the Government of Pedro Martín, “which has not gone from Puerto de la Cruz to there”, for “stopping everything”, ” run away from puddles” and allow situations such as those of the brother pedro school“that seems recently bombed”, or that of the Santa Rita Home“where there are 700 residents and the Cabildo has not paid for 4 months” to the Foundation that manages it.

Regarding the solutions to queues proposed in recent times by Arriaga and Martín, Dávila finds it “amazing that after four years they come up with that refrain”, and calls it “chafalmejada” announce delays in the schedules of the University of La Laguna “without previously studying or negotiating it and, furthermore, in the middle of the electoral process of the ULL”. In his opinion, “You have to add hours of work to this and you can’t blurt out occurrences”.

Advocates ensuring that customs control in the port of Santa Cruz de Tenerife works “24/7 as in Las Palmas de Gran Canaria”; turn Tenerife into a pole of attraction for students from Africa, and promote “a tourism development model that is sustainable and provides legal certainty, but without a moratorium and without an eco-tax”. What it did show itself willing to do is look for alternatives to control population growth on the island“which from 2016 to 2020 grew by 40,000 inhabitants and continues to increase at the rate of 10,000 inhabitants each year”.

Dávila ended his intervention in this forum with a question thrown at the public and with an immediate response: «Think of just one thing that the Cabildo de Tenerife has done to improve the lives of the people of Tenerife… I wouldn’t know how to answer either».

“The other Rosa Dávila”

Former Canarian president Fernando Clavijo (CC) was in charge of presenting “the other Rosa Dávila”, whom he defined as “a person with a determination that I have never seen in anyone.” He described her as “discreet and humble”, and as someone “capable of forming a team and generating pleasant work environments”. He valued her negotiating ability and stressed that as Minister of the Treasury she “managed to improve regional financing and bend Cristóbal Montoro’s arm, something that was not easy at all.” Another of her virtues is, in Clavijo’s opinion, that she “is not an insecure woman, that is why she does not have any complexes and always surrounds herself with the best.” Clavijo remarked that Dávila leads “an exciting, optimistic and wonderful project, which will require very hard work because the island left by Carlos Alonso (CC) and the one left by Pedro Martín (PSOE) are not at all alike.”
