The Common Deputy, Rafael Yanes, stated this Wednesday in the plenary session of the Parliament of the Canary Islands that “a specific legal framework –a volcano law– may be necessary to be able to quickly protect the rights of the affected population, guarantee their socioeconomic recovery and the reconstruction of their properties according to the real value of what was lost, all while respecting environmental values”.
In an intervention to account for the activity report for 2022, many mayors of the islands have also transferred “a complaint” because the Canarian municipalities “do not have enough national empowerments.”
According to the report, of 233 places, 168 are vacant, which is only a quarter, according to a note from the institution.
For this reason, Yanes proposes, in the face of this problem, “a modification of the Local Regime Base Law so that our Autonomous Community can make the call to fill existing vacancies in its territorial scope, just as the Basque Country already has”.
In relation to the Third Sector, the Common Deputy highlighted the important social work they carry out to complete public action and maintain the welfare state and proposed “providing them with economic and financial stability to guarantee the fundamental rights of the most vulnerable in our society”. .
To this end, it has put forward “some suggestions” such as anticipating the calls for 0.7 personal income tax so that the projects start after their approval; study the possibility of proposing multi-year projects –2, 3, and even 4 years– to guarantee certain essential services and guarantee in all calls that the corresponding collective agreement is respected by workers.
