The Town Hall of San Juan de la Rambla approved this week the largest budget in its history. Some accounts for 2023 that grow by 13% compared to 2022 and close to 6 million euros, an amount much higher than the budgets of the last 8 years, which have always oscillated between 4.5 and 4.8 million euros. This budget supposes the consolidation of the economic recovery since in 2015 the Consistory was forced by the Ministry of Finance to approve a financial economic plan to achieve budget stability and reduce the deficit. The battered accounts of the Ramblero Town Hall have been cleaned up over the years and the municipality little by little recovers its investment capacity.
In 2015, the City Council managed 4,570,000 euros, of which only 86,150 euros were for municipal investments. In 2016, the accounts rose to 4,774,000 euros, with 317,000 euros for investment. Those same figures were maintained in 2017, but they had to drop to 4,691,000 and 275,000 euros in 2018. That global decline of -1.73% marked a turning point.
In 2019, the budget grew slightly again (+2.46%) and reached 4,710,660, which made it possible to allocate 187,622 to real investments. Resources increased by 15% in 2020 to reach 4,829,591 euros, but the investments dropped to 14,500 euros. A very low figure for a municipality of 4,864 inhabitants, which was also maintained in 2021, with the extended budget. In 2020 and 2021, the amount of municipal investments did not even reach 3 euros per year per inhabitant.
The budget increase was 10% in 2022, when the overall figure of 5,293,681 euros was reached. An increase that could barely be allocated to investment with municipal funds, whose item was barely 17,000 euros. The trend has changed and now the budget grows notably (+13%) and reserves the largest amount for real investment in the last two terms: 339,955 euros. An increase of 1,999% over the previous yearwhich raises the number of real municipal investments to almost 70 euros per year.
The Councilor for the Treasury, Jonay Mendez (AIS-CC)highlights that the new budget was approved with the votes of the government group that allows “for the first time, the Ramblero municipality to manage a total amount of about 6 million: 5,990,909 euros, which represent 697,228 more than the immediately previous budget. This is not only a sign of the good management that has been carried out of public money, but also of the health of our box, which allows us to make greater investments and increase spending.
“The most complete”
For the mayor, Ezequiel Dominguez (PSOE), “This is the most complete budget in recent years. Some accounts based on austerity and the control of public spending to try to comply, despite the suspension of fiscal rules during the year, the parameters of budget stability and financial sustainabilityas well as the spending limit”.
The accounts will also be used to finance the new positions of the municipal staff to be able to provide areas that need reinforcement, as well as “to start up the rate of replacement of troops.” Among the increases, the rambler government stands out the 244,000 euros of the game destined to the promotion of employment; the 55,340 euros reserved for the Culture area; the 36,700 euros from Fiestas, or the 504,000 euros to finance the supply of drinking water. The area of Social Welfare, considered by the Ramblero Government “one of the cornerstones of the Administration”, will have a budget of 519,667 euros.
He 2023 budget maintains the amount allocated to aid and subsidies to cultural groups and associations, as well as athletes. However, “a new, more realistic concession formula is established and adapted to each activity” as anticipated by the socialist president.
