SANTA CRUZ DE TENERIFE, 15 Feb. (EUROPA PRESS) –
The Plenary Session of the Parliament of the Canary Islands has unanimously approved today, Wednesday, the Law of the Public System of Culture of the Canary Islands, a normative text endorsed by the seven political groups with which a public system of culture is created and regulated that, among other issues, will shield the regional cultural budget until reaching a minimum of 2% of the general budget of the autonomous community in 2030.
Likewise, this norm establishes guarantees so that citizens can make their cultural rights effective, articulating a regime of collaboration, cooperation and co-governance between all administrations. With this, public cultural action gains in effectiveness, efficiency and equity.
Juan Márquez, Vice Minister of Culture and Cultural Heritage, highlighted after the approval of this norm that there is no other similar legislative text in the Spanish State: “If we want to place cultural policies in the hard core of public policies, legislation is essential culture that guarantees the effective exercise of cultural rights within the framework of its contribution to social and economic development”.
For the vice-councillor, “it is an important step to leave behind the casualist and top-down policies. Now we must think strategically and give more weight to Parliament, as well as citizen participation through the Canarian Council of Culture”.
The Law places the center of gravity in the idea of a system: in which the whole is greater than the sum of its parts and provides the means and techniques for its operation. It includes everything from planning mechanisms, dynamization and efficient use of public facilities to human, economic and governance resources.
