A New Allegation Canary Islands (NC) suspends for the moment the final approval of the Cabildo budget for 2023. The initial approval took place on December 16 with the favorable votes of PSOE, Cs and PP. Gregorio Negrín, number 2 of the formation politics – after Odalys Padrón – on the list for mayor of Santa Cruz for the local elections on May 28, presented the claim. It is based on the hypothetical benefit of the accounts to the municipalities governed by the PSOE compared to those of the rest of the Island. It is based on the “imbalance in investment” expected in Santa Cruz with respect to that of La Laguna. In addition, urges to endow the reform project of the Marine Sports Center (Cidemat) with the necessary amount for its total execution, located in vallesecobefore the end of May.
Sources from the Cabildo confirmed that the final approval is now pending the report of the technicians on this allegation to later raise the resolution to the plenary session. It is probable that the extraordinary session to solve it will be held next Friday, the 20th, although there is still no official confirmation.
Nueva Canarias bases its argument on the supposed imbalance in the investment that Santa Cruz, the capital, receives with respect to the Laguna, a circumstance that elevates the insular area through the idea that the economic contribution benefits the municipalities governed by the PSOE. The specific request is to provide the credits (budget items) necessary “to equalize the insular investment per inhabitant in Santa Cruz de Tenerife in terms similar to those assigned to municipalities considered large cities”, in this case La Laguna.
Imbalance
The also organization secretary of NC in Santa Cruz understands that “it is not acceptable” that the capital, governed by Canarian Coalition, “with a population of 208,000 inhabitants receive 26 euros per capita of island investment, product of a total of five million.” To La Laguna (PSOE) “With 160,000, 26 million and 148 euros correspond to each lagoon.” Negrín referred to the case of Fasnia, also with a socialist government, “which receives 1,912 euros per inhabitant with a total of 5,367,167.” He considers that there is “favorable treatment” towards the thirteen socialist municipalities and the three from the PP (La Guancha, Los Realejos and Santiago del Teide) compared to the other fifteen on the Island.

The allegation document states verbatim that “the Cabildo Budgets for the year 2023 present a distribution of investments whose criteria cannot be other than to favor municipalities with government groups ideologically related to the island.” And, to the same extent, “punish those other municipalities governed by non-affinities.” Negrín alleges that the Cabildo does not comply with “the obligations derived from the adhesion of Santa Cruz to the MEDI-FDCAN program (Strategic Framework for Insular Development-Canary Islands Development Fund).”

Cidemat
Regarding the Island Center for Marine Sports (Cidemat), Negrín appeals to the agreement signed between the Department of Tourism of the Government of the Canary Islands, the Port Authority, the Cabildo and the City Council of Santa Cruz de Tenerife “for carrying out the maritime defense project and management of the puddle area of the functional area of Valleseco”. The Council “assumed the commitment to contract and execute the project of works to be carried out in the Cidemat, whose execution was expected to take place simultaneously with the works object of the agreement so that they were delivered for public use in parallel.”
The text adds that “far from reflecting this institutional commitment assumed by the Cabildo, the Investment Annex of its budgets for 2023 includes the Cidemat reform project with a multi-year expenditure that extends to the years 2024 and 2025”. In this way, “since the actions of the agreement are scheduled to end next May, the Cabildo’s budget for 2023” omits the necessary credit for compliance with these obligations.
For the signatory of the allegation to the island budgets for next year “all these data demonstrate the sectarianism of Pedro Martín to clearly favor his political party.” The word “sectarian” is repeated in reference to the insular president “when establishing the distribution of subsidies.”
municipal opposition
Negrín also criticizes the socialist opposition in the Santa Cruz City Council because he considers that “he has not done anything to defend the chicharreros, as is his obligation, in this very important matter.” Perhaps it is because he “has the same political color as the government of the Cabildo.”
Nueva Canarias does not exactly give up in its daily work of municipal opposition. In this sense, Odalys Padrón, candidate for mayor of Santa Cruz and president of the Local Committee, criticized yesterday what she considers “disastrous policy in Social Affairs.” Padrón assures that the residents and their needs “should be the priority and not the bodyguards for the mayor and his defector (referring to councilor Evelyn Alonso). She believes that “it is time to change the situation that many families live in Santa Cruz.”
plenary commission
The technicians of the Cabildo, back to the allegation to the accounts, already prepare a specific report on it. Once finished, it will be raised to an urgent and extraordinary plenary commission of the Presidency and Social Action, an essential previous administrative step before that plenary session that will almost certainly take place this coming Friday. Presumably, Gregorio Negrín’s allegation will be rejected with the votes of the PSOE and Cs government, plus those of the PP, which already did so in favor of the accounts in the plenary session of December 16 after the rejection of Sí Podemos Canaria that at the same time time stopped supporting externally, as since the beginning of the current mandate, the insular government.
