SANTA CRUZ DE TENERIFE, Dec. 29 (EUROPA PRESS) –

The Government Council of the Canary Islands has approved this Thursday the decree that regulates the amounts of the allowances to be paid to people who, on the occasion of the next elections to the Parliament of the Canary Islands, participate in the Electoral Administration of the Canary Islands, as established by the Law 1/2022, of May 11, on Elections to the Parliament of the Canary Islands.

Through this decree, the per diems and indemnities to be received by the members of the Electoral Administration of the Canary Islands and the personnel at their service, the judges of first instance or of peace, the representatives of the administration in the polling stations, as well as the staff of the Government of the Canary Islands, on the occasion of the elections to the Parliament of the Canary Islands on May 28.

Organic Law 5/1985, of June 19, on the General Electoral Regime, provides, in its article 13.1, that the Cortes Generales make available to the Central Electoral Board the personal and material means necessary for the exercise of its functions.

Section 2 of the indicates that the same obligation is the responsibility of the Government and the town councils, in relation to the provincial and zone electoral boards and, secondarily, to the provincial courts and judicial bodies of a lower territorial scope.

In addition, it indicates that, in the case of elections to the Legislative Assembly of the Autonomous Community, the aforementioned obligations will also be the responsibility of the Governing Council of the Autonomous Community.

Likewise, article 22.1 of the aforementioned organic law provides that the Cortes Generales establish the per diems and gratuities corresponding to the members of the Central Electoral Board and the personnel placed at their service.

Section 2 of the same article indicates that the per diems and indemnities corresponding to the members of the remaining electoral boards and personnel at their service are set by the Government.

In this sense, in the case of elections to the Legislative Assembly of the Autonomous Community, the indicated compensations are set by the corresponding Governing Council, both in relation to the Electoral Board of the Autonomous Community and those of a lower level.

COURT OF AUDITORS

In the elaboration of this norm, the recommendations of the Court of Auditors in its report of December 19, 2019, on the inspection of the expenses of the Ministry of the Interior in the management and development of electoral processes 2015-2017, on the need to deepen the distribution of charges and costs between the State and the autonomous communities, in cases of concurrence of electoral processes.

According to this decree project, which consists of 14 articles, divided into four chapters, two additional provisions, one repeal and three final ones, the Electoral Board of the Canary Islands will have the right, for the performance of its functions in the elections to the Parliament of the Canary Islands, to fixed indemnities depending on their category: 5,423.61 euros to the presidency; 4,881.61 euros to the vice presidency; 4,338.89 euros to the secretariat; 3,796.53 euros to the judicial committees; 3,254.17 euros to non-judicial members, and 3,796.53 euros to the head of the Delegation of the Electoral Census Office.

The members of the provincial electoral boards will also have allowances.

Thus, the presidency of the board will be entitled to 3,635.55 euros; 3,408.33 euros for the secretariat; 1,590.56 euros for judicial committees; 908.90 euros for non-judicial committees, and 1,590.56 euros for the head of the Delegation of the Electoral Census Office.

For their part, in the zone electoral boards, the presidency of the board is entitled, with an amount of 2,726.67 euros; 2,499.45 euros for the secretariat; 1,136.11 euros for judicial members and 636.23 euros for non-judicial members, according to a note from the Government.

The holders of the secretariat of the town councils, due to their status as delegates of the zone electoral boards, will receive fixed amounts that will be determined by the total number of polling stations that are effectively constituted in the municipality or municipalities in which they act as such. , regardless of the nature of the grouped or accumulated that those have in relation to the head of the secretariat.

Thus, if the number does not exceed ten tables, the amount paid will be 817.90 euros; 908.90 euros between 11 and 50 tables, and 999.79 euros when the number of tables is greater than 50.

The head of the secretariat of the respective boards will certify the number and identity of the persons who will receive the compensation regulated in this article, as well as the necessary data to be able to receive them.

SUBSISTENCE ALLOWANCE

The representatives of the autonomous administration at the polling stations are entitled to a diet whose amount will depend on the number of stations and the transmission of data: 123.60 euros for a station without a device; 144.91 euros to a table with data transmission; 155.56 euros for two or three tables with data transmission and 177.94 euros for four tables or more with data transmission.

If the person is responsible for the coordination, the amount to be paid will be 189.66 euros if it is with a table with data transmission; 197.12 euros if it is with two or three tables with data transmission, and 220.56 euros if it is with four or more tables with data transmission.

The right to receive the aforementioned compensation is understood to refer to the entire autonomous electoral process.

In this way, in the event that he remains in office for a shorter time, he will be entitled to an amount proportional to the time he has remained in it.
