The minor, aged 15, dies collided last Sunday, December 11, against a tourism in Santa Cruz de Tenerife when I was skateboarding. The accident occurred in the neighborhood of Saint Mary of the Sea, in Punta de Teno street. It’s about the first death that occurs in the capital of Tenerife for an accident related to the use of this personal mobility vehicle (PMV). The young man was circulating on the road, as it is where the General Directorate of Traffic (DGT) only allows its use.
After the accident, the minor suffered polytraumatisms and was transferred to the Hospial de la Candelaria, where he died on Monday, December 12. One of the occupants of the car had to be treated for an anxiety attack, according to the 112.
Normative
Although each city council can regulate, in a specific way, the circulation of VMP (among them, electric scooters), the DGT has established “minimum conditions or standards”. It is prohibited for these vehicles to circulate on sidewalks, pedestrian areas, crossings, highways, highways, interurban roads or tunnels in urban areas. “The routes authorized to circulate will be indicated by a municipal ordinance. If there is none, circulation is allowed on any urban road.” The speed of these vehicles may not exceed 25 kilometers per hour.
The drivers are scommitted to the same maximum rates of alcohol allowed by the Road Safety Law, as well as the prohibition of driving with the presence of drugs in the organism. Nor can they wear headphones, or use their mobile phones or any other device while driving. The recent Traffic Law establishes the obligation for VMP drivers to wear a protective helmet.
In the middle of this year, the Santa Cruz City Council launched a new information campaign on electric scooters, remembering 7 rules for the use of these skates in the chicharrero municipality. These are: only one person per scooter; forbidden to drive on sidewalks and pedestrian areas; park without hindering people and vehicles; use of a helmet, compulsory for children under 16 years of age; nDo not use mobile phones or headphones; alcohol and drug free; at night always with reflective clothing; and maximum speed of 25 kilometers per hour.
While in other cities in the country, such as Barcelona, Zaragoza or The Gran Canarian palms lanes have been differentiated for the use of VMPs, in Santa Cruz the adaptation of the city to the use of these vehicles is still pending. From the Consistory it is reported that the new Mobility ordinance is being drafted to carry out the necessary actions.
