SANTA CRUZ DE TENERIFE, Nov. 12 (EUROPA PRESS) –
Local corporations (councils and town councils) will receive 341 million euros more from the Government of the Canary Islands next year than in 2022, not counting the Fdcan, which will allow them to face the exercise of their own powers with greater guarantees in times of uncertainty at the global.
The Canarian Vice President and Minister of Finance, Budgets and European Affairs, Román Rodríguez, specified today that this increase is substantiated in two large sections: the amounts of the Canary Fund for Municipal Financing (FCFM) and those that finance the transferred and delegated powers, for on the one hand, and the forecast for the liquidation of the resources of the Canarian Financing Block for the year 2022 (of which 58% corresponds to councils and municipalities), on the other.
As a whole, the local corporations will receive 1,900 million euros for these concepts next year, of which 723.3 million correspond to the FCFM and to the financing of the powers transferred and delegated to councils; the other 1,177 million are due to the distribution of the collection of taxes integrated in the Block (IGIC, AIEM and Registration Tax). To these amounts is added the advance on account for the following year.
Those 1,177 million euros are the result of liquidating 58% of the estimated collection for the end of 2022, which exceeds the initial forecasts contained in the Budgets for this year, precisely by 169 million.
However, to the result of the liquidation it will be necessary to add the appropriation that, as an advance on account, is included in the Budgets and that supposes another 45 million euros to be distributed between councils and town halls; that is, 3.8% more than the closing forecast for 2022.
At the end of 2023, local corporations will have received 1,945 million euros. If the 162.3 million from the Canary Development Fund (Fdcan) are added to this amount, the total resources will exceed 2,107 million euros, 437 million more than this year for those same concepts, which represents an increase of 26%. .
Rodríguez explained that these increases are the product of the improvement in the economy, the increase in the amounts of the regional financing system and the effect of inflation on tax collection. In addition, they reflect the unequivocal commitment of the Executive with councils and municipalities as administrations that are closer to the citizenry.
“The contributions provided for local corporations, regardless of the investments and expenses they receive from the different government departments, are basic for the exercise of the powers entrusted to them, especially in troubled times,” said the vice president, who rejected, precisely for this reason, the requests for generalized reductions in the IGIC made by the two right-wing parties.
“I don’t think there is any mayor or president of the Cabildo of the two parties of the Canarian right who are willing to give up their participation in the IGIC and an important part of their income,” stressed Rodríguez, who criticized “the double discourse of these formations who ask for a reduction in indirect taxation in Parliament and do not say anything about it outside”.
