The parliamentary spokesman for Nueva Canarias (NC), Luis Campos, affirmed this Wednesday that the Canarian budgets for 2023 certify the “most expansive and social cycle in the history” of the Canary Islands.
Campos valued that social spending has grown by around 2,000 million euros in four years, 31.2%, in a context of extraordinary critical events continued throughout the X Legislature, from the global public health crisis to the eruption volcano of La Palma and the continued rise in the prices of energy and raw materials, exacerbated by the invasion of Ukraine.
The progressive Canarian group stressed that this commitment by the Government of the Canary Islands has been feasible without raising taxes, with aid and selective tax reductions for the most vulnerable social and economic sectors, with a “notable” reduction in debt and effective management in attracting funds from the State and the European Union (EU).
Luis Campos assessed that, in the X Legislature, social spending has grown by nearly 2,000 million euros, 31.2%, to stand at 7,478 million euros, while investments have increased by 684 million euros in relation to 2019 to reach 1,764 million euros, 63.3% more in 2023.
Health and Education rose, as observed, by 26.2% and 32.7% in relation to 2019, which represents an increase of 787 million euros and 573 million euros, respectively, and highlighted that the health item global in 2023 rises to 3,793 million euros and education, to 2,326 million euros.
The Department of Social Rights, he continued, will have 669 million euros, 207 million euros more than in 2019, which is 89 million euros more than in the current year, without losing sight of it, added the NC spokesman, who support policies for the productive sectors grow by 133.8% compared to 2019 and stand at 484 million euros, an increase of 88 million euros (15.38%) compared to 2022.
Campos has pointed out that it has been “demonstrated” that, with the “countercyclical” public policies of the Canarian budgets of 2020, 2021, 2022 and now 2023, it has been possible to avoid the increase in poverty and social exclusion in the archipelago.
RESPONSIBILITY AND SOLVENCY
It also gave greater meaning to government management by having to face unique and extraordinary events such as the pandemic, in the first place, and now the inflationary crisis and, before that, the eruption of the La Palma volcano.
In this case, he has said that La Palma sees the items increased to continue with the reconstruction process up to 160 million euros, four times more than the State budget allocation, “which is the competent administration in matters of catastrophes.”
He also said that the “responsibility and solvency” of the Executive is also certified in the decision to stimulate economic activity with an evolution of public resources, during these four years, which is 29.6% higher than the 2019 accounts, the last of the Government of the previous Legislature.
Campos also highlighted that for the first time a budget item appears for La Graciosa, in compliance with the new Statute,
and highlighted the fiscal adjustment in the Personal Income Tax (IRPF) to face the impact of inflation between low and medium incomes with three measures, such as the extraordinary deduction for price increases, the increase of 15 deductions between 20% and 40% and the expansion of the liquidable base of the first four regional sections.
