New resources continue to delay the entry into operation of the new service contract for waste collection, street cleaning and the like in the municipality of La Laguna.
Thus, after it became known at the beginning of last September that the Contracting Committee had agreed to propose to the contracting body, the Local Government Board, the award of the service once again to Urbaser, after once again obtaining the highest score; the companies FCC Medio Ambiente and Valoriza Servicios Medioambientales, two of the bidders, have once again filed appeals against the agreement adopted by the Board at its session on September 5, and in which the award to Urbaser was confirmed, as as stated in the Contractor’s Profile.
It should be remembered that the Local Government Board had already approved last April to award this service to this same company, after obtaining the best score. However, the Administrative Court of Public Contracts of the Autonomous Community annulled, last July, said award, by partially estimating the last appeal presented by the company FCC.

This resolution meant that the administrative process had to go back to the time of the evaluation of the award criteria, with the Environment and Municipal Services area carrying out a new evaluation of the criteria, taking into account the court’s resolution regarding the criteria. No. 2 and maintaining the scores already awarded in the other criteria, as well as a new classification of the offers submitted to the tender.
After the assessment, it was concluded that “the company that obtains the highest score is Urbaser SA”, the same company that was already awarded the contract last April, according to the latest report from the Contracting Committee that was made known at the beginning of last month of September.
The next step was the approval of the award proposal by the Local Government Board, which took place on September 5, and the necessary administrative procedures for the formalization of the new contract and the consequent start-up of the service in the town.
However, as published this month in the Contractor’s Profile, the companies FCC and Valoriza have filed a new special resource in terms of contracting against the agreement of the Board of September 5, and by which the award was confirmed to Urbaser for an amount of 136,226,985 euros and an execution period of eight years, with the possibility of an extension of another two years, that is, with the same conditions as last April.
The City Council of La Laguna put out to tender the new contract for the waste collection and street cleaning service in the municipality in January of last year 2021.
