The City Council of La Laguna has approved the modification of the ordinance and the access bases that regulate the so-called IBI social to eliminate the limitation on the cadastral value set in 2018, a limit that prevents reaching hundreds of families that need this municipal contribution because of their economic situation. This has been confirmed by the Social Welfare Area, which has promoted this modification to update these aids to the local reality and expand both the amounts and the number of beneficiaries, according to criteria of social need.
This modification, which has not received any objections during the period of public exposure, will be submitted to the municipal plenary session in October for final approval and entry into force in next year’s call, since this year’s, for which the the economic item by 25% and that enables up to 300 euros per beneficiary person, is already in the adjudication phase.
“The restrictive criteria and the limits on the cadastral values approved in the 2018 regulation proved to be ineffective from the beginning, to the point that, out of the initially announced expectation of 1,500 beneficiaries, only about twenty were able to access this aid. social in its first year”, which has meant that many of the people do not even show up for the call, making it difficult for the Area to have an assessment of the real demand, explained the Councilor for Social Welfare, Rubens Ascanio. With this modification, “we abolish the limitation of the cadastral value and adapt the requirements to those already stipulated in the Regulatory Ordinance of Municipal Social Benefits, making it easier for neighbors who meet the socioeconomic conditions to access this support measure. . This is a substantial change that will allow us to reach many more families”, the mayor clarified.
Even taking into account that precise data is not available on possible beneficiaries, Social Welfare estimates that approximately 40% of the 12,000 annual users of social services are homeowners, in addition to those who, without being users, could benefit from this social assistance.
It should be remembered that the City Council approved, in September 2020, to lower the IBI for families and companies in the municipality due to the socioeconomic consequences of the health crisis.
