The application of 100% bonus The business garbage rate for small and medium-sized companies and the self-employed in the capital has left only 344 companies in Santa Cruz obliged to pay these rates, specifically the large companies that produce waste in the city, such as hotels. , hospitals or large industries.
The tax register of business waste shows that these 344 companies will leave the city council an income of 1.4 million euros, discounting the 22 that can benefit from tax benefits for taking charge of the transfer of the waste they generate. These twenty companies save about 150,000 euros, which corresponds to the 77% discount on the business garbage rate. The payment of this rate can be made from the month of September, together with the Tax on Economic Activities (IAE) that is only paid by companies that invoice more than one million euros.
The Treasury area, led by councilor Juan José Martínez, announced in September last year the bonus to more than 12,000 SMEs and self-employed, the main base of its business fabric.
This measure has an effect on the municipal collection for this concept of 2.8 million euros, which is offset by the collection by the IBI to 35 large properties, mostly public administrations and financial entities.
As for the most vulnerable families for whom the 100% discount on the garbage rate was also active, during the voluntary tax payment period that ended last June, there were 909 who took advantage of this measure.
online care
On the other hand, the Treasury area continues to increase the figures of attention to citizens through the online service, which was launched in May 2020, date from which 36,926 queries have been received from 20,898 citizens. The different queries made have been resolved, according to the data of the service, in a minimum of eight hours and a maximum of four days.
In all of 2021, more than 26,000 online queries were received, and from January to June of this year almost 7,000 have already been registered. The mayor of the Treasury points out that the average number of monthly consultations that are being attended this year is around a thousand.
One of the services provided through online taxpayer assistance is the issuance of payment letters in such a way that the offices have been decongested in this regard, since since the service began, 376,750 letters have been issued of payment, 67% of which were issued only electronically, which represents an increase of 50 points compared to 2019.
Regarding the exchange of data with other administrations, savings of 1.3 million (5 euros per document issued) have been achieved in the taxpayer assistance service, since 271,389 document queries have been made to other public administrations. The query ratio in this section is 1,309 for every 1,000 inhabitants.
Appeal against the award to Valoriza
The Superior Court of Justice of the Canary Islands (TSJC) has ruled on the last appeal that was pending on the award of the cleaning and garbage collection service to Valoriza in Santa Cruz. The result has been the same as in the two previous appeals, agreeing with the City Council in the adjudication and rejecting Urbaser’s claims in this case. Before, it had done so with FCC and with Ascan Empresa Constructora y de Gestion and Acciona Servicios Urbanos.
In this way, the procedure in the Canarian justice is closed, since the only possibility remains open for companies to go to the Supreme Court, something that Public Services sees as unfeasible given the clear arguments put forward by the Canarian high court in its ruling.
Carlos Tarife, head of Public Services, is pleased that justice supports the work of the contracting table and invites the opposition, as it did with the other two rulings, to “come to the Urban Planning Management building and ask for forgiveness, one by one, to the technicians who endorsed the award, after the things that were insinuated”.
The TSJC dismisses Urbaser’s appeal, which denounced the non-compliance with the specifications as well as the violation of rights by not having access to the parts declared as confidential by the contracting table. The TSJC considers the actions of the contracting committee and the response given to the allegations presented before the Contract Court of the Canary Islands to be in accordance with the law, for which reason it rejects the claim in its entirety and imposes the costs of the process on Urbaser.
