Manuel Marrero regrets that nationalist “victimism” infects the Chamber and says that this modality consecrates the “speculative economy”

The plenary session of the Parliament of the Canary Islands has approved this Wednesday, with the abstention of the four deputies of Sí Podemos, the consideration of a bill promoted by the Nationalist Group and agreed with PSOE, PP, NC, ASG, Cs and Grupo Mixed, so that a modification of the REF is processed in the Cortes that allows saving the triangular trade.
Currently, more than 120 companies in the Canary Islands Special Zone (ZEC) operate in this modality, which since 2000 has created between 500 and 750 jobs in the archipelago and is now threatened by the General Directorate of State Taxes, which interprets that these operations will not be able to enjoy a 4% taxation since neither their availability nor the start of the dispatch or transport of the goods have taken place in or from the ZEC.
Ricardo Fernández (Cs) has commented that the modification of the REF is “very necessary” to encourage companies installed in the ZEC to continue practicing triangular trade in the face of “doubts” raised by the Ministry of Finance.
Vidina Espino, spokesperson for the Mixed Group, has charged against the “harmful interference” of the central government because “it does not understand” that the REF “is not a privilege but a right”, indicating that triangular trade is a “powerful tool” to position to the Canary Islands on three continents.
He has warned that the Ministry generates “enormous legal insecurity” with a “random interpretation” of the rule that prevents ZEC companies from paying taxes at 4%.
Melodie Mendoza (ASG) has said that it is “essential” to defend the REF in the face of an issue that does not admit further delay because the State has not produced the modification and the ZEC is a “powerful tool” to generate economic activity and employment.
He has reproached the Ministry for generating “legal insecurity” in companies and putting at risk the business fabric linked to triangular trade, which is why they send the text to the Cortes for processing.
“We are not going to remain impassive in the face of inaction and violation of our REF,” he added.
Manuel Marrero, spokesman for Yes We Can, has defended the REF because it improves the living conditions of the canaries although it has “deficiencies”, and has opposed its use for “minorities” who capture the main benefits.
Regarding triangular trade, he has criticized the nationalist “victimism” to which “the entire Chamber” joins, except for its formation, since this practice presents “many doubts” that can open the door to converting the archipelago into a “tax haven” since no paid up to 30,000 million in taxes.
Marrero does not understand that Parliament wants to benefit from this practice because it is an example of a “speculative economy” that does not benefit all citizens. “The REF has been distorted over the years,” he pointed out.
NC CHARGE AGAINST THE “MISUNDERSTANDING” OF THE STATE
Esther González (NC) has commented that low taxation favors the internationalization of the economy of the islands and its conformation as a commercial platform between continents and now, the “incomprehension and disdain” of the central government once again “endangers” the REF .
He has lamented the “reputational damage” to the ZEC and the “legal insecurity” to the companies and for this reason he has defended the modification of the law so that there are no misinterpretations by the Treasury technicians. “I hope that the minister reconsiders and corrects this mistake,” she stressed.
Fernando Enseñat (PP) has said that “once again” Parliament is closing ranks again to “defend and protect” the REF from “continuous attacks” by the central government that has “targeted” the jurisdiction of the islands.
He has questioned the “continuous attack” of the Executive that laminates the legal security of the document and prevents the economic development of the Canary Islands and the generation of employment, and it does so with the “complicit silence” of the Canarian Government.
In fact, he has indicated that this Wednesday the regional government will be “dragged” “reluctantly” to defend the REF.
Rosa Dávila (CC-PNC) has questioned the Government’s “outrage” of the companies authorized to carry out triangular trade in the ZEC, for which she has thanked the groups for establishing a consensus position and “saving” the activity in the archipelago.
THEY WAIT FOR A DECREE THAT AVOID PROCESSING IN COURTS
He has said that since 2000 this economic modality has been carried out with legal certainty and without any regulatory modification, since the Ministry has questioned its validity and generated “uncertainty” in companies.
For this reason, he has indicated that Parliament “has no choice” but to present an initiative before the Cortes and hopes that this movement will serve for the minister to “make a decree” and not have to defend the REF before the Cortes.
Iñaki Álvaro, from the Socialist Group, has reproached the opposition for dedicating itself to “insulting” the minister instead of defending the proposal and betting on consensus, something that has already been done in this legislature with the tax differential in the filming.
He recalled that there have always been “shadows” with the taxation of triangular trade and now this bill has been chosen because the opposition does not want to wait for negotiation between governments.
Although the proposal part of the Nationalist Group has claimed that “99%” of the text includes the contributions of the Socialists warning that “it is not a stake game” and it will be necessary to see how it ends when it is processed in the Cortes.
