The president of the Canary Islands, Ángel Víctor Torres, highlighted this Tuesday, during the opening of the professional meeting ‘The transformation of the public administrations of the Canary Islands’, organized by the Canary Institute of Public Administration (ICAP), that a “fundamental pillar” of the The welfare state is to have a good administration and, for this, he explained that it is necessary to have good administrations and good administrators.
Torres, who has been accompanied by the Minister of Public Administrations, Justice and Security, Julio Pérez, and the president of the Canarian Federation of Municipalities (Fecam), María Brito, has pointed out that, in the last 30 years, the public administration has has ostensibly transformed and, in a special way, after March 2019, with the arrival of the coronavirus pandemic.
Now, in the post-covid stage, the challenge lies, he said, in adapting to efficiently manage ordinary European and recovery funds, collects a note from the Executive.
In this sense, he has shown his confidence that the meeting organized by the ICAP will serve to draw important conclusions that improve public management, through a good muscle of public human resources, and has mentioned the axes contemplated in this regard in the Agenda Canaria 2030, in his opinion, is a key roadmap in the modernization of public management, with commitments to open government, transparency, co-governance and the measurement of the objectives achieved, in addition to the control of public tasks and the citizen participation.
The president of the Fecam and the Minister of Public Administrations, Justice and Security have previously intervened, who have emphasized co-governance.
María Brito has underlined that she had not seen the great work carried out by the Canarian Government in this area “at any other time in history” and Julio Pérez, for his part, has thanked these words and advocated reinforcing it, since, in In his opinion, nothing can be done effectively without having cabildos and town halls.
The president of the Fecam has also valued the meeting organized by the ICAP and has affirmed that working so that the modernization of public services becomes a reality has citizens as beneficiaries.
He has stressed Fecam’s commitment to participate in this process, taking into account that without human potential we are not going anywhere, hence the importance of having prepared people.
The Minister of Public Administrations, Justice and Security has pointed out that the latest events experienced both on the islands and in the rest of the world highlight the need to strengthen the public sector.
“DANGEROUS” CONTINUE WITH THE CURRENT MODEL
Thus, he has said that a powerful and effective public administration is needed and the current one does not respond to those demands, hence this meeting, he warned, that helps to walk that path, because continuing in the current situation “is not only inconvenient but dangerous “.
Julio Pérez recalled that at the beginning of this Legislature he made stabilization, digitization, transparency and evaluation priorities for his department, concepts in which progress has been made in these three years and in which he hopes to continue advancing, to resolve deficiencies that they have been dragging on for a long time, as is the case with the temporary nature of public employment.
In his opinion, it is an essential issue to address other issues such as teleworking, management by objectives, professional careers, continuous training or employee compensation.
He has called for public administrations to stop looking at themselves and dedicate their energies to providing services to citizens, and has reiterated that the best political management is that which is based on knowledge, since that is how lower risk of falling into the occurrence and improvisation and the probability of acting correctly is increased.
Among the people present in the auditorium where the inauguration of this meeting took place, organized by the ICAP, directed by Eva de Anta, which was attended by nearly 500 people, either in person or via streaming, were the General Director of Relations with the Administration of Justice, Mónica Ceballos, and her counterpart for Research and Coordination of Sustainable Development, David Padrón.
Once the inauguration was over, the former Minister of Public Administrations, Jordi Sevilla, spoke on ‘Post-Covid recovery as a transformative challenge: structural reforms and Next Generation Funds’. The sessions will last for tomorrow and Thursday.
