The City Council of El Rosario and the drafting team of the new General Planning Plan (PGO) of the municipality have launched the website https://nuevopgoelrosario.org/through which citizens can participate in the preparation of the document, consult the documentation as the drafting process progresses and send suggestions to study its incorporation into some of the phases. The mayor of El Rosario, Escolástico Gil, highlights the need to “establish a dialogue with citizens to assess the contributions that, individually or collectively, they want to present for study and possible incorporation into the new General Plan.”
The web portal was recently presented at a meeting –which was also attended by the Councilor for Urban Planning, Juan Jesús del Rosario– in which the multidisciplinary team of the company in charge of drafting the new PGO, Cotesa-TYC-PGOU Rosario, detailed the web content. Among the different sections, a “totally anonymous” questionnaire stands out, which will serve as a public consultation on the main needs and potentialities of the municipality, while asking for the public’s opinion on specific issues to be resolved.
The drafting team, which has participated in the preparation of more than 80 general plans, explained that, initially, the document for public consultation prior to the formulation of the PGO can be found on the website. «This public consultation, prior to the drafting of the Plan and the Initial Strategic Document, is intended to gather the opinion of citizens and the most representative organizations potentially affected, about the problems that are intended to be solved, the need and opportunity of the regulation, the objectives that are pursued and the possible alternative solutions », they indicate from the Consistory in a note.
It should be remembered that the current urban regulations are the Subsidiary Regulations of 1991, which are more than 30 years old and are “totally outdated”. During this time, the economic and social reality that served as the basis for formulating the Subsidiary Norms has been altered and the legal framework of reference for land use and urban planning policies has also changed, “so that the establishment of a new General Plan it is very necessary”.
The need to formulate the new general planning is “more pressing” after the annulment of the PGO of 2010 by the sentence of April 16, 2012 of the Superior Court of Justice of the Canary Islands, subsequently ratified by the Supreme Court in November 2014.
Throughout the process of drafting the new document, there will be online interactions, face-to-face meetings to work in groups, presentations of proposals, exhibitions, reception of contributions and, in addition, the possibility of requesting meetings with the technicians involved in the drafting will remain open. of the proposal.
The winning company in the public tender for the drafting of the new General Development Plan was Cotesa-TYC-PGOU Rosario for an amount of 673,008 euros. The mayor of Rosario highlights that “one of the great objectives of this government is to have a new PGO, respectful of the environment and agricultural areas.”
