
The Department of Citizen Security of the City Council of La Laguna will create four loading and unloading areas at strategic points in the Historic District. These reserve areas, which, according to forecasts, will be enabled by the end of next week (if weather conditions do not cause delays in work), respond to the need to facilitate commercial activity in the city center.
The mayor, Luis Yeray Gutiérrez, reported that, with these new spaces, “the aim is to offer greater comfort to suppliers with vehicles over 3.5 tons, since the Special Plan for the Protection of the Historic Complex of La Laguna includes that this type of transport cannot circulate on pedestrian streets”.
Due to the limitations that this restriction entails, the local councilor highlights that “the loading and unloading areas for this type of heavy traffic will be increased in those points of the city center with the greatest commercial activity and that link to safe and accessible itineraries” .
In this way, Luis Yeray Gutiérrez affirms that “the distribution of merchandise will be facilitated while complying with the regulation established by the Special Plan, which will lead to greater care of the Historic Center, with the consequent economic savings for the public coffers by reducing the deterioration, above all, in the paving; in an improvement of coexistence, by reducing the inconvenience to neighbors, neighbors and pedestrians; and in greater road safety”.
For his part, the Councilor for Citizen Security, Alejandro Marrero, details that from the area “the four new loading and unloading areas are being enabled: two located on Anchieta street, one in Candilas and the fourth in the surroundings of the Plaza del Adelantado. These spaces will be added to the seven already existing in this area, located on Los Bolos, Manuel de Ossuna, 6 de Diciembre, El Juego, Consistorio and one more in Candilas, next to the one on Trinidad Avenue.
Once the work is completed, “we will be able to increase the offer in the Historic Center of La Laguna, which will have more than 200 meters of reserve to give maximum facilities to suppliers and try to minimize the possible inconveniences that traffic reorganization entails. in the pedestrian streets”, highlights Alejandro Marrero.
The mayor specifies that “the information has already been transferred to the sector, with the aim of knowing first-hand the details of the measure”, and at this time the relevant signage is being changed. The purpose -he adds- is “to ensure compliance with the limitations established in the Special Plan which, despite being in force since 2005, had never been applied, giving a solution to businesses”.
Changes
According to the municipal ordinance, vehicles with a tonnage greater than 3.5 tons cannot circulate on the pedestrian streets of the Historic District. This restriction will imply the prohibition of parking from 08:00 to 16:00 in the section of Candilas street between Manuel de Ossuna and La Higuera, a period of time during which the new loading and unloading areas will be enabled at this point and Anchieta.
Vehicles weighing less than 3.5 tons and with loading and unloading authorization may circulate on these roads from 09:00 to 11:00. However, they must meet a series of requirements to deliver and collect merchandise. Among the conditions, it stands out that they will only be able to park in these areas for pedestrians for a maximum time of one hour, only on the left side of the road, depending on the direction of traffic, and separated from the façade (with a margin of at least one metro and respecting access to all buildings and street furniture). In addition, they will have to remain with the engine off, thus avoiding noise and environmental pollution.
