The liquidation of the budget of the Municipality of Los Realejos in 2021 it has allowed the municipality to have more financial resources to increase the accounts for 2022, which were approved in November last year with an expenditure forecast of 31.3 million euros and will soon exceed 36. With accumulated savings of almost 19 million euroslocal government (PP) now proposes to incorporate 4.8 million extra euros that will serve to increase by 15% the resources available for investments, services, economic reactivation and other public expenses.
The first deputy mayor of Los Realejos and councilor responsible for areas such as Economic Promotion, Municipal Infrastructure Development and Local Development Agency, Adolfo Gonzalez (PP)and the councilor for Finance and Works, Dario Perez (PP)presented this Tuesday the 22nd at a press conference the first budget modification of the City Council for this year 2022. According to González, «it is an injection of 4.8 million euros allocated to investment and the reactivation of the local economy, as well as to improving the provision of services, going from an initial budget of 31.3 million to 36.1 million euros, a percentage increase of 15.42%, thanks to the liquidation, in record time, of the financial year of 2021 and the savings available to this financially healthy city council ».
Mayor, Manuel Dominguez (PP)had already warned in the presentation of the initial budget for 2022, at the end of November 2021, that there would be what he defines as “a budget B”, accounts reinforced with funds from the liquidation of the previous budget that, under the suspension of the strict fiscal rules that have plagued Spanish city councils in recent years, allow reinvesting part of the savings generated in these years.
The municipal budget of the Realejero Consistory for 2022 was approved in November 2021 with an amount of 31.3 million euros, which now grows to 36.1.
as you remember Dario Perez, this saving or cash surplus amounts to 18.8 million euros, accumulated thanks to the effort and compliance of the residents of the municipality. “The realejeros and realejeras, in their capacity as taxpayers, by facing their tax obligations and paying their taxes and fees, are the ones who have contributed to generating such important municipal savings,” he values. Adolf Gonzalez. A collective effort that, in his opinion, “now must be returned in the form of a significant economic injection that will improve the quality of life in Los Realejos.”
The local government (PP) announces that it will take this modification to the next plenary session, scheduled for tomorrow, Thursday, February 24, and hopes to have the support of the rest of the political forces with municipal representation (PSOE and CC). What the popular ones propose is to use 4.8 of the 18.8 million of municipal savings (which would remain at 14 million euros). This amount would make it possible to finance actions such as “the renewal of the fleet of the public service company Realservthe execution of various works in the local public schools, the increase in the funds and projects of the so-called Neighborhood Plan, the increase in the resources of the strategic subsidy plan, to include, for example, new contributions to Civil Protection, and «a new municipal initiative for consumer bonds to encourage purchases Shops with Heart of the locality”, explained Pérez.
In addition, with these funds, various pending works will be carried out in the planning of the Neighborhood Plan, such as the comprehensive improvement of the roads of the Romantic II Urbanization; the remodeling of the plaza the holy cross; resurfacing streets El Viñátigo, El Mocán, El Secadero and Pleasuresas well as the expansion of the cemetery project of San Agustin, in El Mocan; the reform of the Comprehensive Care Center for People with Disabilities, or the execution of multi-year actions such as the Cultural Park of La Parrain Realejo Bajo, or the bicycle circuit pumptruck, in the mountain. It is a track with banked curves, mounds and speed bumps that help to make jumps.
The current budget has made it possible to put out to tender other rehabilitation projects contemplated in the Neighborhood Plan such as the improvements for Tinerfe, Tedote and Los Bancales streets, in Toscal Longuera; the second phase of the La Ferruja pavement project, or the resurfacing of the streets Mencey Acaymo and Caserío Los Pinitos«which represents another investment group that adds up to around 800,000 euros».
The remaining treasury of the realejero City Council, the savings that the Consistory has been able to accumulate in recent years, amounts to 18.8 million euros.
This budget increase of almost 5 million euros will not be the last of 2022, as anticipated Dario Perez and Adolfo Gonzalez. His government plans a second contribution of funds from municipal savings, the amount of which has yet to be defined, in order to finance another important package of works of Neighborhood Plan. These projects, which are now in the drafting phase, are the resurfacing of the upper section of Viera y Clavijo, La Isleta and La Magnolia streets, in Piloto; from El Calvario street and the Callejón del Burro, as well as from Lomo Márquez and El Terrero, in Icod el Alto; Siete Fuentes, Gordejuela and El Mar streets, in San Agustín; different roads of the urbanization La Grimona, in La Zamora; El Secuestro street and part of the La Tropicana urbanization, in San Vicente; La Trinidad street and Las Rosas road, in La Ferruja; Las Rosas street, between Romántica I and Toscal Longuera, or El Natero street, in La Cartaya. In addition, with these funds, actions will be carried out to provide overpasses for pedestrians on roads where residents have demanded these improvements in road safety.
For Adolf Gonzalezthe interest of royal council for providing new funds for various actions “represents an important change after two years of pandemic in which all public administrations have seen investments in public works slow down due to the uncertainty generated by contracting by companies. With a perspective of greater stability, we now have greater guarantees to be able to fulfill the commitments made in the Neighborhood Plan, which continues to be supportive and balanced among all the nuclei and districts of the municipality. In the opinion of the first deputy mayor, the distribution of investments is carried out “in an equitable manner” and “attending to the needs raised by citizens”.
The percentage increase in the real estate budget is 15.4%, which means having 4.8 million euros more available for investments and other expenses of the local administration.
Apart from the works cited, the person in charge of the Economic Promotion Area stresses that this increase of almost 5 million euros will also serve to “significantly increase the budgets of different areas of municipal management, which will allow us to generate more activity in various economic fields”, although he acknowledges that his priority is to “increase investments municipalities, both in public workas in services to citizens, with a commitment to modernization and attention to the demands of realejeros and realejeras».
Two budgets for the same year
Los Realejos City Council began working at the end of 2020 with the idea of having two budgets for the same year. What the mayor, Manuel Domínguez (PP), called “budget A and budget B” corresponds to the accounts available to the Consistory before and after the settlement of the previous year’s budget. The flexibility in the use of savings by Spanish municipalities, approved in the summer of 2020 to facilitate recovery after the break caused by the Covid-19 pandemic, has allowed localities to use part of their savings to complement their annual accounts and, above all, increase investment, subsidies and public aid. In 2021, Los Realejos approved an initial budget of 30.1 million euros which, in successive modifications, was increased by several million euros. In 2022, it has gone from the initial 31.3 million to 36.1 million.
