Women and men do not participate equally in spaces of power in the Public Administration of the Canary Islands, according to the Extraordinary Report of the Diputación del Comun on the ‘Degree of compliance with the principle of balanced representation in the Public Administration of the Canary Islands ‘, which Parliament has published in its Official Gazette and which will be presented in parliamentary committee on March 11.
This report is the result of an ex officio investigation by the Diputación del Común’s Special Unit for Equality between Men and Women and Gender Violence to verify the degree of compliance with the balanced presence of men and women on the boards of directors of the public companies and in the management and collegiate bodies of the different public administrations of the Autonomous Community, as established by the Canarian Equality Law.
Among the conclusions of the study, it stands out that, in relation to the appointment of heads of management bodies of the Administration of the Autonomous Community whose designation corresponds to the Government of the Canary Islands, the balanced representation of men and women has been fulfilled, as has been reported the General Technical Secretariat of each of the Departments of the Government of the Canary Islands through the reports sent to the Diputación del Comun.
In the composition of the collegiate bodies of the Canary Islands Public Administration, it can be seen that there is no equal participation of women and men in 34.48% of them, since of the 380 existing bodies (199 of the Government of the Canary Islands, 83 of the Cabildos and 98 of the municipalities), fail to comply 131. The majority (76.34%) of the public entities that fail to comply, do so based on an excess of men in their management bodies.
The excess in the number of men in the organizations corresponding to the Ministries of the Government of the Canary Islands occurs in 48 of the 70 (68.57%), in 32 of the 39 corresponding to the Cabildos (82.05%) and in 20 of the 22 belonging to the municipalities (90.90%). Likewise, 90.32% of the entities in which there is an excess of women in their management, are in the field of Health, Culture and Social Services.
None of the Ministries of the Government of the Canary Islands fully complies with the principle of balanced representation contained in article 12 of the Canarian Equality Law with regard to the composition of its collegiate bodies.
The Ministry of Finance, Budgets and European Affairs is the one that presents a more balanced representation (90%), having a single entity that fails to comply and that, after accepting our recommendation, corrected its composition, so that it currently reaches 100%. . For its part, the Ministry of Health is the one that presents the most breaches due to an excess in the number of women, since of the 17 bodies that do not have balanced representation, 15 are for this reason, 88.23%.
COUNCILS AND TOWN HALLS.
The Island Councils are the ones that obtain the worst result, since of the 83 public entities only 44 of them comply, which means 53.01%. The Cabildo de La Palma is the only island corporation that complies 100% with the criterion of balanced participation, observing it in its eight public bodies.
City councils are the ones that most respect the principle of balanced representation between men and women in their collegiate entities, since of the 98 existing ones, 76 comply, reaching 77.55%.
Of the 88 municipalities, 34 are those that have companies, foundations, organizations or other entities that are part of the public sector dependent on them, and of these, 12 do not comply.
All the administrations that, up to now, have responded to the recommendations of the Common Council, have agreed to effectively comply with the principle of balanced representation that must govern the Public Administration of the Canary Islands.
