The Cabildo de Tenerife will allocate a budget of 1.6 million euros until 2023 for the implementation of the new Innovation and Digital Transformation Program of the Insular Institute of Social and Socio-Health Care (IASS), with which the quality of the services provided to some 50,000 people, in addition to benefiting its 1,500 employees.
This program was presented today, Wednesday, by the third vice president and councilor for Social Action of the Cabildo, Marian Franquet, together with the insular director of Innovation, Planning and Strategy of Social Action, Ascensión Bacallado, and the manager of the IASS, Yazmina León.
Both explained the objectives and strategic lines of this program, which includes the main actions that are going to be implemented to strengthen the IASS from the organizational, management and personnel point of view with the aim of improving the quality of its services. services.
Marián Franquet indicated that while the IASS, in its 20-year history, has tripled its budget and has exponentially expanded the actions and initiatives carried out, its organizational mechanisms had not adapted, so “we have seen ourselves in the need to fix the structures to be able to continue growing and that the engine does not stop”, he affirmed.
According to the minister, the roadmap designed for the next two years “represents a profound change in the way we understand how to develop social action, based on the quality of services and a new way of seeing, understanding and developing policies public”.
Franquet also emphasized that for the first time in the history of the IASS, a participatory process has been opened that has been widely accepted, with the aim of involving workers both in the development of this program and in updating the values and objectives of the Institute.
In this context, the manager of the IASS, Yazmina León, highlighted the participation of more than 500 employees of the Institute in a survey and twelve workshops in which more than 400 proposals were collected, of which 60% were collected in the document final.
“The workers had never been asked what they wanted, what modifications they needed,” said León, who highlighted the IASS’s commitment so that “the participation of both citizens and employees , be a constant in the management”.
For his part, Ascensión Bacallado explained that its implementation is part of the Modernization Plan of the Cabildo. In addition to improving user satisfaction, Ascensión Bacallado pointed out that the program seeks to promote transparency, participation and evaluation within the actions carried out by the IASS. Added to this are other objectives, such as strengthening the commitment and motivation of the staff and fostering innovation and guiding work towards the achievement of results.
In total, it is planned to implement 40 actions, including the creation of tools such as the deployment of a secure electronic record for all processing, the design of a system that allows the evaluation of objectives and results or the proposal of new ways of collaboration with other administrations to improve care.
All these actions are based on nine strategic lines of action that cover both the internal and external spheres and that range from the improvement of public services to organizational innovation, through talent management, open government actions or administrative simplification.
