The extracurricular activities service, for the 41 public educational centers of La Laguna, has to go out to tender again. Thus, after its tender last November, the procedure had to be suspended in December, as stated in the City Council’s Contractor Profile, to make an economic modification, which could increase the contract budget to five million, according to calculations. initials, affirmed the Councilor for Education of the Consistory, José Juan Gavilán.
“We put out the tender in November and a group of workers filed an appeal because the tender is taken out based on the report presented to us by the outgoing company, and apparently there was a salary review in March 2021 and that increase is not in the report. And we have had to request a new one from the company”, explained the councilman, which has required suspending the procedure to carry out an economic modification and putting it out to tender again.
For this, the local Government Board yesterday approved “the closure of the previous file to open the new one.” Now “it is expected that the new company report will be ready throughout this week and work will begin on the new specifications”, and since “we have already declared the urgency, the deadlines are much shorter, and the only thing What needs to be modified are the economic reports and everything else remains the same”, so the forecast is that “the new tender will come out in February, hopefully there will be no delay of any kind”, added the mayor.
“Then it takes the deadlines that it has by law. When the million euros are passed, an international public exhibition must be made and that takes a period of about 45 days -he continued explaining-, then the claims that there may be and the Contracting Committee, which we already have formed. We have done all the internal procedures that we have been able to speed up to get this out as soon as possible, but then there are established legal procedures and times that we can no longer shorten”, with which “being realistic, it will come for the next course, because in the end the adjudication may end in June, approximately”.
In the absence of a new company report to make the final calculations, the initial estimates suggest an increase in the contract budget from the 122% expected when it went out to tender in November, compared to the previous one in force, to almost 160% now. Thus, in November it went out to tender for 3.58 million, for five years (three years and two extensions), and “now we calculate that it exceeds 5 million (for that same period), but until the exact calculations are made, I cannot be sure. what will be the increase”, explained Gavilán.
improvements
As explained in November, the new contract is extended in daily hours, beneficiaries, activities offered and includes, for the first time, early reception as such, all with the aim of reinforcing municipal support for family reconciliation, as well as the subrogation of the workforce, the creation of more jobs to increase the number of professionals and the free service for families. In addition, it includes an increase in hours for service and the benefit period per school year, which would be from August (one month before the start of the course) to June.
