Tacoronte’s opposition demands the withdrawal of a regulation that limits their political participation

Canarian Coalition, Popular Party and non-attached mayors who were active in the PSOE and Ciudadanos in the Tacoronte City Hall offered this Monday, January 24, a joint and unprecedented press conference to demand that the Local government (PSOE-NC-SSP) to withdraw the new organic regulation of local operation, initially approved with the support of Ciudadanos (Cs), considering that it limits their freedom of expression and representation and political participation. The tacorontera opposition harshly criticized that this regulation intends to impose important limits on their work as councilors, since they could only present a motion, a request to appear, two questions and a request in each plenary session, when until now there had been no type of limitation.

The PP spokesman, Jose Carowhich is part of the Mixed Group together with the mayors of Sí se puede, criticizes the fact that the spokespersons of this group have to share the speaking time, so that the representatives of PP and SSP their first intervention time would be limited to 3 minutes (and barely 1 minute and a half in the second), when the spokespersons for PSOE, NC or Cs will be able to speak twice as much: 6 and 3 minutes.

CC spokesman and former mayor, Alvaro Davila, regrets that the government group “intends to limit the participation and control work of the opposition.” In his opinion, “this is a document for the next 10, 20 or 30 years and it should follow the example of the Citizen Participation Regulation, which was negotiated for a year and came out unanimously in the previous mandate. He considers it unacceptable that each mayor can present only one motion, one request and two questions per plenary session, and that the requests to appear are also limited to one per plenary session, “with the obligation to advance the content of the questions 15 business days, which equivalent to three weeks, and with the impossibility of incorporating new questions in the plenary session».

For the former socialist Carlos Medinathe regulation approved by PSOE, NC, SSP and Cs “It goes against the government pact signed in 2019, which defended transparency and democratic participation”, and, in addition, “tries to take away the voice of non-attached mayors” and “flagrantly harms the rights of the representatives of many tacoronteros ». Candlemas Dorta He added that this regulation proposal “restricts rights” and seems “more typical of the Francoist era than of the current democratic era.”

half time

The mayors of PP and SSP, who are integrated into the Mixed Group, are limited in their first intervention time to 3 minutes, and 1.5 minutes the second, half that of the spokesmen of the rest of the municipal groups. A discrimination in the opinion of PP, CC and non-attached mayors.

The self-proclaimed “only opposition”, considering that Cs is limited to supporting the government group, demands that PSOE, NC and SSP that they reconsider, withdraw this regulation before its final approval and “sit down to negotiate with all political groups and social groups” an organic regulation “consensual and respectful of the rights of all”. In the event that the proposal is upheld, they will analyze its legality “article by article” and they do not rule out resorting to the courts. In addition, they encouraged citizens to present allegations during the period of public exposure.
