The Plenary of the El Rosario City Council approved the budget for 2022, which reaches 16.9 million euros, which represents a rise of 2.41% compared to this year (398,206 euros more) and does not raise taxes, fees, or public prices. The accounts increased again after the decrease of this year compared to the previous one, being conditioned by the decrease in the forecast of income from the Canarian financing block of the Economic and Fiscal Regime (REF) in the face of the economic crisis derived from the pandemic of the covid-19. He went ahead with the votes in favor of IR-Verdes and Sí se Podemos (9) and the votes against PSOE, CC, PP and Podemos (6).
The mayor of El Rosario, Escolástico Gil, highlighted the “enormous work carried out by this Government to make large investments ahead of budget after budget.” In fact, as an example, the Comptroller General reported that the initial investment credit in 2021 was 824,000 euros and until last September they had committed investments worth 4,331,000 euros. “We have dedicated ourselves to managing. The Councilor for the Treasury, Sara Cabello, highlighted the increase of almost 3% in aid to alleviate social emergency situations and help entrepreneurs, athletes and beekeepers to reach 279,350 euros. Likewise, chapter I of personnel expenses is increased due to the salary increase approved by the State last year for the public sector and also current expenditure increases, by 4.76%, reaching almost eight million euros, to improve the services provided to citizens.
Regarding own investments, they experience a decline due to income adjustment, but significantly increases investment from other administrations, especially from Canary Government. For this reason, the head of the Treasury said that “2022 will be the year of millionaire investments by other administrations such as the La Esperanza health center, the rehabilitation of CEO Leoncio Rodríguez or the sanitation of Lomo Pelado, as well as other millionaire investments for the improvement of the energy efficiency of public buildings, for the start-up of one of the first energy communities in the region, as well as other projects for which we have requested investment from the European recovery funds ”.
For investments with own funds, the budget allocates 555,000 euros and, among them, the Radazul canine park, the improved energy efficiency, the first phase of paving the road from Llano del Moro to La Esperanza (TF-272) or improving the accessibility of Calle Calvario. The councilor for the Treasury explained the budgets rise again after last year’s decline and all this despite the recent ruling that declares unconstitutional a part of the articles that regulate the method of calculating capital gains.
