The function of a CIE is to retain, for a maximum period of 60 days, migrants in an irregular situation to facilitate their return to their countries of origin or provenance. And the entry into said resource must be dictated by a judge as a maximum security measure to prevent the migrant from avoiding deportation.
The situation became critical in Hoya Fría when several groups of men detained in the infrastructure made holes in the walls and escaped. The consulted sources recognized that the security conditions were not ideal to fulfill its function, with the existence, even, of walls made with plasterboard. The same people pointed out that the resource “was a disaster.” Some small improvements have been made, but the important works have not yet started, they clarify. In addition, officials of the National Police complained that the number of agents assigned to it was insufficient for the number of users and to respond effectively to a possible escape.
In a project prepared in 2019, the necessary works and interventions were established. In the habitability section, the technicians proposed adapting the entrance area, the communications area, the interior patio, the automated opening of doors and the placement of peepholes in them. Other necessary works are the removal of perforated sheets in windows and installation of toilets in the rooms. It was proposed to change the equipment in bedrooms and living rooms, such as mattresses, pillows, chairs, tables, benches and shelves.
Security needs were also detected: installation of safety nets on the walls, creation of access locks and replacement of doors with automated opening rakes. The closure of the security perimeter and the installation of external control and surveillance equipment were planned; expansion of the television circuit, repair of the fire detection center and adapting the fire protection systems, as well as incorporating public address and intercom.
The document includes improvements in sanitary and solar hot water, the air conditioning of the electrical panel installation rooms, repair of gutters and downspouts, revision and adaptation of the electrical installation, and the extraction of air in rooms and toilets.
