The Ministry of the Interior has transferred to the Government of the Canary Islands an item of 10.5 million euros as a direct subsidy to co-finance the purchase of up to 107 homes and basic necessities for the relocation of people who have lost their home of residence due to the eruption of the Cumbre Vieja volcano on the island of La Palma.
The Minister of the Interior, Fernando Grande-Marlaska, signed the transfer order this Monday, after the Government of the Canary Islands has carried out the pertinent administrative procedures.
The transfer of the 10.5 million euros was approved on September 28 by the Council of Ministers, within the framework of the declaration of La Palma as an area seriously affected by a civil protection emergency and within a package of measures, both urgent and focused on the medium term, aimed at helping people affected by the eruption of Cumbre Vieja and coordinating the economic recovery of the island and the reconstruction of infrastructures.
The Government of the Canary Islands must allocate 5.5 million of the funds transferred this Monday to the acquisition of the 107 homes planned by the Regional Executive to relocate the victims, while the remaining 5 million will be used to subsidize the acquisition of household goods. first necessity necessary for the habitability of these houses or those damaged by the different lava flows.

These 10.5 million euros are part of a first batch of aid. The dimension and magnitude of this natural catastrophe, as well as the unpredictability of its evolution and duration, have led the Government to approve, in the Council of Ministers held on October 5, a second package of assistance and support measures for those affected. , as well as for the repair of its consequences and the promotion of economic, social, labor and environmental reconstruction.
In compliance with this agreement, the Ministry of the Interior is already working to facilitate the victims’ access to aid aimed at alleviating personal injuries and in homes and industrial, commercial and service establishments; to local corporations for expenses incurred to face the emergency, and to individuals or legal entities for personal and property benefits.
Among the aids prepared by the Ministry of the Interior are aid for personal injuries, where the ordinary regime of Royal Decree 307/2005, of March 18, will be applied, but will be exempt from personal income tax.
In the aid intended to alleviate damage to homes, any document that proves it, such as receipts for payment of the Real Estate Tax or other similar ones, will be accepted as a means of proof to prove ownership of the property. The amount of the damage may be accredited by means of a certificate from the competent autonomous body. Net annual income limits will not apply to be a beneficiary. The maximum amounts of aid are doubled, becoming the following:
For total destruction of the habitual residence, aid of 30,240 euros will be given; for damages that affect the structure of the habitual residence, 20,640 euros, and for damages that do not affect the structure of the habitual residence, 10,320 euros; for damage to common elements of general use of a community of owners under a horizontal property regime, 18,448 euros.
In the case of aid intended to alleviate damages in industrial, commercial and service establishments, when the interested party has been compensated by the Insurance Compensation Consortium with application of the franchise provided for in the extraordinary risk insurance regime, it may be granted a subsidy of up to 7 percent of the amount of compensable damage, up to a maximum amount of 9,224 euros, provided that the total amount of damage caused is not exceeded.
It also includes aid to local corporations for expenses incurred to face the emergency. The amount of the aid can be extended up to 100 percent of the expenses. With regard to aid to natural or legal persons for personal and property benefits, the ordinary regime of Royal Decree 307/2005, of March 18, will apply.
The royal decree-law approved last Tuesday grants an exceptional period of six months to request aid from the Government Delegation in the Autonomous Community of the Canary Islands, competent to process and resolve them. That same norm includes a wide package of aid that is the competence of other ministries. Altogether, the Government has mobilized more than 213 million euros in order to provide a cross-cutting, specific and sufficient response to the emergency, and that allows achieving a solid, rapid and comprehensive recovery.
