All the appeals filed by the chief officer of the Arafo Local Police, Víctor Ramón Borges Velázquez, against the decisions of former mayor José Juan Lemes, in an attempt to remove and replace him, have been resolved in his favor in the courts of Justice. The last one, the appeal filed before the TSJC Litigation, by the Stap union.
Prior to this sentence, which is now the fourth, the former mayor tried to assign this agent as the security coordinator, supposedly imposed a shift on the boss at a fixed and mandatory afternoon schedule, and, in addition, created another officer position in a manner illegal, as resolved by the TSJC in its recent ruling, in a staff with only three agents and the chief officer, with the supposed purpose of putting his trusted agent in command. On September 29, 2021, the Higher Court of Justice of the Canary Islands has returned a ruling favorable to Víctor Borges, in the appeal filed against the appointment as an official to the FJMP, as cited in the sentence handed down, “there is no there is no urgency and need, nor is there a selective procedure or qualification ”and because, according to the previous sentence, which is final, there is not even an officer position, since the City Council is obliged to annul the offer of Employment and the List of Jobs.
With all the lawsuits won by contentious means by which he continues to be the Local Police Chief, recently reincorporated to his post after a period of medical leave, the former mayor of Arafo and the agent whom he wanted to promote continue to be investigated in a criminal procedure that was reported in 2018.
